RESOLUTI ON NO. 1905
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY
OF TUSTIN, APPROVING THE USE PERMIT (80-12) TO
INSTALL A HELICOPTER PORT IN THE SOUTHEASTERLY
CORNER OF AMERICAN DISPLAYS, INC. PARKING LOT
AT 1382 VALENCIA AVENUE.
The Planning Agency of the City of Tustin does hereby resolve as follows:
I. The Planning Agency finds and determines:
A. That a proper application (Use Permit 80-12) has been filed by
Ken Richards on behalf of American Displays, Inc., fo install
a helicopter port in the southeasterly corner of their parking
lot af 1382 Valencia Avenue.
B. That a public hearing was duly called, noticed, and held on said
application.
C. That establishment, maintenance, and operation of the use applied
for will not, under the circumstances of this case, be de.frimenfal
to the health, safety, morals, comfort, or general welfare of the
persons residing or working in the neighborhood of such proposed
use, evidenced by the following findings:
1. That said developr~ent is in conformance with the Tusfin Area
General Plan.
2. That the subject use is permitted in the Planned Corrmunify
(industrial) District.
D. That the establishment, maintenance, and operation of the use
applied for will not be injurious or detrimental to the property
and. improvements in the neighborhood of the subject property, nor
to the general welfare of the city of Tustin, and should be granted.
E. Proposed development shall be in accordance with the development
policies adopted by the City Council, Uniform Building Codes as
administered by the Building Official, Fire Code as administered
by Orange County Fire Marshal, and street improvement requirements
as administered by the City Engineer.
F. A Negative Declaration fo compy with C.E.~.A. is hereby approved,
subject to the conditions as listed in paragraph !1.
G. Final development plans shall require the review and approval of
the Comrr, unity Development Department.
II. The Planning Agency hereby adopts Conditional Use Permit 80-12, to
authorize the installation of a helicopter port in the southeasterly
corner of American Displays, Inc. parking lot, subject fo the follov~
lng conditions:
A. That the development shall be done in conformance with ali appli-
cable City of Tustin codes and standards.
B. The project shall conform and abide with ali regulations and
conditions imposed by the Federal Aviation Administration, the
Airpcrf Land Use Commission for Orange County, and the State
Board of Aeronautics. The applicant shall submit evidence fo the
City indicating compliance with these agencies.

¢. The operations of the heliport shall restrict flights over resi-
dential areas fo those times when directed by the John Wayne
Airport tower or when in the pilot's judgment a hazardous or
emergency condition must be avoided.
D. The.applicant shall provide security in the form of a chain link
fence around the perimeter of the heliport. The chain link
fence shall have redwood slats in if.
E. The heliport operations shall take place during:daytime hours
only. No night flights are permitted.
F. The proposed use should conform fo the provisions of the Noise
Element of the Tusf'in Area General Plan.
G. Final development plans shall be reviewed by The Irvine Company.
PASSED AND ADOPTED at a regular meeting of the Planning Agency of the
City of Tustin, held on the 21st day of July, 1980.
