RESOLUTION NO. 1900
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY OF
TUSTIN, GRANTING A USE PERMlT TO AUTHORIZE DEVELOP-
MENT OF AN ADDITIONAL 15,O00 SQUARE FEET OF RETAIL
COMMERClAL BUILDING AT EL CAMlNO PLAZA SHOPPING
CENTER.
The Planning Agency of the City of Tustin does hereby resolve as follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application, Use Permit No. 80-14, was filed on
behalf of William Zappas fo request authorization fo con-
struct an additional 15,000 square feet of retail comrr=ercial
space fo El Camino Plaza Shoppin9 Center.
B. That a public hearing was duly called, noticed, and held on said
application.
C. That establishment, maintenance, and operation of the use applied
for will not, under the circumstances of this case, be detrimental
to the health, safety, morals, comfort or general welfare of the
persons residing or working in the neighborhood of such proposed
use, evidenced by the following findings:
1. The use is in conformance with the Tustin Area General Plan
and City Code Zonin9 provisions.
2. The shoppin9 center is an exisfin9 development.
D. That the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental fo the property
and impr.ovemenfs in the neighborhood of the subject property,
nor fo the general welfare of the City of Tusfin, and should be
granted.
E. Proposed development shall be in accordance with the development
policies adopted by the City Council, Uniform Buildin9 Codes as
administered by the BUilding Official, Fire Code as administered
by the Orange County Fire Marshal, and sfree? improvement re-
quirements as administered by the City Engineer.
F. Final development plans shall require the review and approval
o¢ the Coat, unify Development Director.
It. The Pl annin9 Agency hereby grants a use permit, as applied for, to
authorize construction of a 15,000 square foot buildin9 addition
fo E! Carnino Plaza, subject fo the followin9 conditions:
A. The dedication of right-of-way af the southwesterly corner of
El Camino Real and Sixth Street shall be required in order fo
provide a 35' curb return radius.
B. Any construction within the public right-of-way shall be so
indicated with the appropriate City standards on the final site
or 9radin9 plan.
C. Marbelife street lights with underground conduit shall be re-
quired across the El Camino Real and Sixth Street frontages per
the master plan layout available at t'he City Engineer's office.
D. A grading plan shall be required fOr all proposed work related
fo Building ,,F,, and the new parking area.

E. In the event Building "F" is sold or leased, a parcel map will be
required to properly subdivide the land.
F. Building "F" is required to have an automatic fire defection system
to be designed to NFC.72E standards and monitored by an approved
central receiving company.
G. An additional on-site fire hydrant shall be required with ifs
location to be determined by the Fire Marshal's office.
H. All trash containers shall be stored in masonry enclosures, 6'0"
in height with view--obscurihg gates.
i All triangular striped areas af the ends of parking rows shall
be provided with planters, plant material, and irrigation systems.
J. Wherever spaCe permits, perimeter landscaping shall be provided.
A 5' setback from El Camino Real would provide sufficient area in
front of Building "F".
K. The planting area on the street side of the Hadley's loading dock
shall be completed with plant material and irrigation. The four
trash containers in this area, visible from the residential area,
shall be stored in masonry fresh enclosures.
L. A planter is required along the Sixth Street property line west
of the westerly drive apron.
M. The new pavement for the parking area of the rear of Building "C"
shall be extended to include the area immediately behind build-
ings "D" and "F", as needed.
N. The site plan indicates fhaf the ressrved bus and RV parking
spaces at the rear of Hadley's are fo be restriped for automobile
parking. The Agency should require that the owner submit written
agreement from tenant af 630 El Camino Real for this change.
O. A masteP sign plan, similar to that for the rest of the Center,
shall be submitted fo the City for review and approval prior fo
issuance of any sign permits for Building "F".
