RESOLUTION NO. 1875
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY
OF TUSTIN, GRANTING A USE PERMIT TO CONSTRUCT AN
OFFICE/COMMERCIAL COMPLEX IN THE PLANNED COM-
MUNITY DISTRICT AT THE SOUTHEASTERLY CORNER OF
IRVINE BOULEVARD AND HOLT AVENUE.
The Planning Agency of the City of Tustin does hereby resolve as follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application, Use Permit 80-3, was filed by
Raymond J. Larson, to request aut'horization to develop a
Planned Community office/commercial .project at the south-
easterly corner of Irvine Boulevard and Holt Avenue.
B.That a public hearing was duly called, noticed, and held on
said application.
C. That establishment, maintenance and operation of the use applied
for will not, under the circumstances of this case, be detri-
mental fo the health, safety, morals, comfort or general welfare
of the persons residing or working in the neighborhood o¢ such
proposed use, evidenced by the following findings=
The proposed use is in conformance with the Land Use Element of
the Tustin Area General Plan and the Planned- Community District
of the Zoning Code.
D. That the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property,
nor fo the general welfare of the City of Tustin, and should be
granted.
E. Proposed development shall be in accordance with the development
policies adopted by the City Council, Uniform Building Code as
administered by the building official, Fire Code as administered
by the Orange County Fire Marshal, and street improvement re-
quirements as administered by the City Engineer.
F. That a Negative Declaration has been applied for to comply with
the requirements of the California Environmenfal Quality Act and
is hereby granted.
G. Final development plans shall require the review and approval of
the Cornmunify Development Director.

ii. The Planning Agency hereby grants a use permit, as applied for, fo
authorize the development of a 44,476 square foot office/2,000 square
foot retail building on a site with an existing 243 seat restaurant,
subject to the following conditions'
A. That the office structure and existing restaurant shall be pro-
vided with 248 parking spaces.
B. That new and remodeled features of the center shall conform fo

current development standards as adopted by the City.
C. The office buildin9 will be provided with an automatic fire
sprinkler system.
D. That a 10' wide strip of land along Irvine Boulevard is needed
for future street widenin9 and that the developer shall dedi-
cate the land or provide an irrevocable offer of. dedication for
same.
E. Proof that the northern portion of the property be annexed into
the Tusfin Lighfin9 District prior fo the issuance of any build-
in9 permits.
F. That installation of Marbelife street ighfs and underground
conduit shall be provided by the developer alon9 all street
frontage as required by the City Engineer.
G. That the construction .or replacement of all missing or damaged
public improvements within the public right-of-way, includin9
street frees, shall be provided by the developer in conjunction
with this project.
H. That any subdivision of the parcel shall require a parcel map
as provided in the Subdivision Ordinance. Such a subdivision
shall be accompanied with a reciprocal access and parkin9 agree-
ment.
!. That a master sign plan shall be submitted fo the Planning Agency
for review and approval prior fo the issuance of any sign permits
for the project. That such a master sign plan shall be in confor-
mance with the aggregate area provisions of the Sign Code and
of the Planned Cornmunify District.
J. That the building shall not exceed 46' in height fo fop of para-
pet wall.
K. That the owner of the development is responsible for continually
mainfainin9 the parkin9 to be installed over the flood control
channel or provide additional parkin9 adjacent to the project
in a manner acceptable to the Plannin9 Agency.
L. That the project owner is responsible for mainfainin9 adequate
parkin9 by proper management of the uses authorized fo locate
within the complex, h~edical uses are not authorized for this
project.
That the final site plan, p~rking layout, and building elevations
shall be reviewed and approved by the Piannin9 Agency prior fo
the submission of construction plans for plan check.
N. That a workable agreement for the removal of the existin9 flower
shop and fhe~ompliance with applicable parkin9 provisions shall
be submitted fo the Plannin9 Agency for approval.
