The Planning Agency of the City of .Tustin does hereby resolve as follows I. The Planning Agency finds and determines: A. That a proper applciation (Zone Change 79-3) has been filed by Raymond J. Larson on behalf of Burnett-Ehline Company, for a zone change from the Retail Commercial (C-1) District to the Planned Community-Commercial District of the property described in Exhibit "A" attached hereto and incorporated herein by this reference as though set forth .here in in fuli_ B. That a public hearing was duly called, noticed and held on said application; C. That a zone change should be granted for the following reasons: 1. The zone is in conformance with the Land Use Element of the Tustin Area General Pl wn . 2. That the Planned Community District allows greater flexibility for mixed uses through the use permit process. D. Development of subject property shall be in accordance with the policies adopted by the City Council, Uniform Building Codes as administered by the Building Official, Fire Code as administered by the Orange County Fire Marshal, and streEt improvement require- ments as administered by the City Engineer. E. Final development plans shall require the review and approval of the Community Development L?irector. F. That a negative declaration of environmental - impacts nas been filed. I_I. The Planning Agency hereby recommends to the City Council app royal of Zone Change 79-3 from the Retail Commercial District to the Planned Co~r-unity Commercial District, subject to the fc~Ilowing conditions A. Thal- development of part or all of the properties shall be by precise plan as approved by use permit.
