RESOLUTION NO. 1847
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY
OF TUSTIN, AUTHORIZING THE CONSTRUCTION OF AD-
DITIONAL CLASSROOMS OR RED HILL LUTHERAN
CHURCH
The Planning Agency of the City of Tustin does hereby resolve as follows:
I. The Planning Agency finds and determines as follows:
A. That a proper application (Use Permit 79-28) was filed on behalf
of the Red. Hill Lutheran Church for a Use Permit to authorize the
construction of permanent classrooms above existing school build-
ings at the property located at 13200 Red Hill Avenue.
B. That a public hearing was duly called, noticed, and held on said
applicat ion.
C. That establishment, maintenance, and operation of the use applied
for will not, under the circumstances of this case, be detrimental
to the health, safety, morals, comfort or general welfare of the
persons residing or working in the neighborhood of such proposed
use, evidenced by the following findings:
1. The use is in conformance with the Land Use Element of the~
Tustin Area General Plan.
2. The use is in conformance with the provisions of the Public and
Institutional District, Section 9245 of the Tustin City Code.
3. The use is categorically exempt from CEQA requirements.
D. That the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property, nor
to the general welfare of the City of Tustin, and should be granted.
E. Proposed development shall be in conformance with the Zoning Ordi-
nance and the development policies adopted by the City Council,
Uniform Building Codes as administered by the Building Official,
Fire Code as administered by the Orange County Fire Marshal, and
City engineering requirements as administered by the City Engineer.
F. Final development plans shall be submitted for review and approval
by the Community Development Director.
II. The Planning Agency hereby grants a Use Permit, as applied for, to
authoriz~ the construction of classrooms by the Red Hill Lutheran
Church, subject to the following conditions:
A. That the subject parcel shall be annexed to the Tustin Lighting
District.
B. That Marbelite street lights with underground conduit shall be
installed along the frontage of the subject parcel in conformance
with plans of the Southern California Edison Company.
C. That all missing or damaged public improvements such as curb,
gutter, sidewalk, drive aprons, and street trees shall be replaced.
D. That the structure shall comply 'with all E-1 occupancy provisions
of the 1976 Uniform Building Code.
E. That the driveway along the eastern wall of the school building
shall be a minimum of 20' in width (paved).

F. That sections of exterior walls which are adjacent to existing
classrooms on the north and east shall be two-hour rated construction
with protected windows and doors.
G. That one (1) on-site fire hydrant shall be required with exact
location to be determined by the Orange County Fire Marshal's
office.
H. That final architectural plans shall be submitted for review and
the design of the new classrooms shall be compatible with exist-
ing buildings on the site.
I. The maximum student occupancy shall not exceed a total of 400.
J. Future screening along the easterly property line shall be provided
by planting of minimum 48-inch high Italian Cypress trees (or
equivalent approved by Community Development Department) four feet
on center, prior to commencing construction.
PASSED AND ADOPTED at a regular meeting of the Tustin Planning Agency, held
on the 5th day of November, 1979
