RESOLUTION NO. 1834
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY
OF TUSTIN, GRANTING A USE PERMIT TO AUTHORIZE
THE CONSTRUCTION OF AN OFFICE CONDOMINIUM.
The Planning Agency of the City of Tustin does hereby resolv, e as follows:
I. The Planning Agency finds and determimes as follows:
A. That a proper application (Use Permit 79-22) was filed on behalf
of Signal Development Corporation by Genge Consultants for a use
permit to authorize construction of an office condominium on the
property currently described as Lots 15 and 16 of Tract No. 8590.
B. That a public hearing was duly called, noticed, and held on said
application.
C. That establishment, maintenance and operation of the use applied
for will not, under the circumstances of this case, be detrimental
to the health, safety, morals, comfort or general welfare of the
persons residing or working in the neighborhood of such proposed
use, evidenced by the following findings:

The use is in conformance with the Land Use Element of the
Tustin Area General Plan.
2. The plan conforms to provisions of the Planned Development
Guidelines for the Irvine Industrial Complex.
D. ?nat the establishment, maintenance and operation of the use
ap. plied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property,
nor to the general welfare of the City of Tustin, and should be
~r~-nted.
E. Proposed development shall be in accordance with the development
policies adopted by the City Council, Uniform Building Codes as
administered by the Building Official, Fire Code as administered
by the Orange County Fire Marshal, and public improvement require-
ments as administered by the City Engineer.
F. That an Environmental Impact Report was previously certified for
the Irvine Industrial Complex (EIR 73-1).
G. Final development plans shall require the review and approval of
the Community Development Department.
II. The Planning Agency hereby grants a use permit, as applied for, tO
authorize an office condominium project at 14451 and 2472 Chambers
Road, subject to the following conditions:
A. A final map in accordance with conditions of Tentative Tract
No. 10815 shall be approved by the City Engineer and recorded
with the County of Orange.
B. Ail public improvements to City standards shall be installed and
completed prior to occupancy.
C. A detailed grading plan, showing disposition of all drainage,
shall be submitted for review and approval.
D. The final development plans submitted for review and approval to
the Community Development Department shall reflect additional
information, as follows:
1. Plotting of proposed domestic water service locations,
sewer lateral locations, catch basins, required fire hydrant

light standards, driveway aprons to City standards, existing
curb and gutter and other public improvements or utilities.
2. A detailed landscape and sprinkler plan specifi, cally indi-
cating the number and species and showing the 'transition from
the Jamboree Boulevard to Walnut Avenue landscape treatment.
A major effort shall be made to provide heavier tree planting
along Jamboree Blvd.to provide a future visual screening.

3. A master sign plan including overall identification and indi-
vidual business identification, in accordance with Section 9496
of the Tustin City Code.
Pooftop screening and ground level screening of mechanical,
cooling and heating, electrical or other associated equipment.
5. Verification of location and potential modification of the
sotund and visual berm along the Jamboree Boulevard frontage
as may be required to proceed with construction.
E. Conditions, covenants and restrictions shall be provided for the
project subject to review and approval by the City Attorney
and Community Development Department containing, at a minimum, the
fo 1 lowing:
1. Formation of a "community association,"
2. Provision for perpetual maintenance of landscaping and common
areas,
3. Provide for the maintenance, service,and payment of charges
for the fire detection and sprinkler systems to include ex-
pansion of service upon improvements or alterations of tenant
units.
4. That all future individual uses within the project 'shall be
subject to review as to adequacy of parking provided. A
master plan of parking allocation to individual condominium
suites or units shall be attached as an exhibit and included
in the submittal of development plans to the City.

5. That the CC&Rs will include, but not be limited to, disclosure
of management agreements, maintenance provisions, access for
emergency repairs, easements, etc., so future purchasers will
be aware of some problems which might occur.
6. That the Community Association is responsible for enforcing
provisions of the CC&Rs.
F. That a perpetual easement be provided for all utilities (sewer,
water, telephone, gas, electricity, heating, and air conditioning,
etc. ) .
G. Installation of all utilities to serve this project shall be under-
ground.
H. Street improvement plans (R-907K and R-907L) shall be revised by
a civil engineer to reflect driveway locations.
I. Fire sprinkler, fire detection system~ and fire extinguishers
shall be provided as required by the Orange County Fire Marshal.
One on-site fire hydrant shall be provided in a location designated
by the Orange County Fire Marshal.
