RESOLUTION NO. 1829
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY
OF TUSTIN AUTHORIZlNGTHE EXPANSION OF A SCHOOL
BY THE USE OF TRAILER CLASSROOMS ON USE PERMIT
NO. 79-20 FOR THE RED HILL LUTHERAN CHURCH.
The Planning Agency of the City of Tustin does hereby resolve as follows:
I. The Planning Agency finds and determines as follows:-
A. That a proper application (Use Permit 79-20) was filed on behalf
of the Red Hill Lutheran Church for a Use Permit to allow the ex-{
pansion of a children,s school for 300 students and the temporary .
use of two mobile classrooms for a six month period, with a .-. '
possible six months extension at the option of the Planning Com- ~
mission, for the property located at 13200 Red Hill Avenue.
B. That a public hearing was duly called, noticed, and held on said
application.
C. That establishment, maintenance, and operation of the use applied
for will not, under the circumstances of this case, be detrimental
to the health, safety, morals, comfort or general welfare of the
persons residing or working in the neighborhood of such proposed
use, evidenced by the following findings:
1. The use is of a temporary nature pending the construction of
a permanent classroom facility.
2. The use is categorically exempt from CEQA requirements.
3. The proposed use is not in conflict with the Tustin Area
General Plan or the provisions of the Public and Institutional
Zone.
D. That the establishment, maintenance and operation of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the s%~ject property,
nor to the general welfare of the City of Tustin, and should be
granted.
E. Proposed development shall be'in conformance with the Zoning Ordi-
nance and the development policieis adopted by the City Council,
Uniform Building Codes as administered by the Building Official,
Fire Code as administered by the Orange County Fire Marshal, and
City engineering requirements as administered by the City Engineer.

II. The Planning Commission hereby grants a use permit, as applied for,
to allow the location and temporary use of two mobile home classrooms
by the Red Hill Lutheran Church subject to the following conditions:
1- The term of occupancy shall be limited to six (6) months with
the option of a six months extension by the Planning Com-
mission on application of the owner, without notice and public
hearing.
2. That the requirements of the Building, Fire,Eng%heerihg,. and
Planning Departments be complied with in the use and occupancy
of the trailers.
3. That the trailers shall be provided with undercarriage skirts.
4. That the student body shall not increase beyond 300 and that

any further i~'c~ase or installation of permanent school
facilities shall be reviewed by the Planning Agency in
use permit public hearings.
PASSED AND ADOPTED at a regular meeting of the Planning AGency of the
City of Tustin held on the 18th day of June, 1979.
