RESOLUTION NO. 1824
A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, CERTIFYING AN AMENDMENT TO
ENVIRONMENTAL IMPACT REPORT NO. 77-2
The Planning Agency of the City of Tustin does hereby resolve as follows:
I. The Planning Agency finds and determines:
A. That Environmental Impact Report No. 77-2 was certified on
June 20, 1977 by the City Council.
B. That a draft amendment to EIR 77-2 was prepared by Envicom Corpor- ·
ation, on behalf of Hon Development Company, for the purpose of
evaluating the impact related to the proposed construction of
38,520 square feet of commercial buildings on the property bounded
by the freeway on the east, freeway ramps on the north, Tustin
Village Way on the west, and McFadden Avenue on the south.
C. That independent analysis is included in the staff report distri-
buted to all agencies having jurisdiction over subject area.
D. That a public hearing was held by the Planning Agency on June 4, 1979,
to receive public testimony related to the impact upon the local
environment of the proposed development of the vacant parcel.
E. That the amendment to EIR 77-2 adequately addresses those items of
environmental significance as related to proposed land uses.
F. That the Planning Agency has reviewed the amended EIR 77-2 and'
concurs with the adverse factors and mitigating measures as
determined in Resolution No. 77-68, as follows:
Traffic circulation on McFadden Avenue and Tustin Village Way.
~tigation: the signal modification project for McFadden
Avenue, modification of the traffic signal at the intersection
of McFadden and Tustin Village Way, the dedication of additional
right-of-way on Tustin Village Way and McFadden Avenue, and
the limitation of driveway openings on Tustin Village Way and
McFadden to existing driveways.
G. That the benefit to the total community in terms of convenience
of services justifies the approval of the project with mitigating
measures as described within the draft Environmental Impact Re-
port.
II. The Planning Agency hereby certifies amendment to Environmental Impact'
Report 77-2, an EIR relating to the proposed development of a commercial
shopping center to consist of the initial draft, independent analysis,
public testimony,m~nutes of the Planning Agency meeting of June 4, 1979,
and related correspondence.
PASSED AND ADOPTED at a regular meeting of the Planning Agency held on the.
4th day of June, 1979.
