A RESOLUTION OF THE PLANNING AGENCY OF THE CITY OF
TUSTIN, GRANTING A USE PERMIT TO AUTHORIZE THE OP-
ERATION OF DRIVE-THROUGH BANK TELLER WINDOWS AT
2552 CHAMBERS ROAD.
The Planning Agency of the City of Tustin does hereby resolve as follows:

The Planning Agency finds and determines as follows:
A. That a proper application (Use Permit No. 79-11) was filed by
J.D. Enterprises for a Conditional Use Permit to authorize the
construction and operation of drive-through bank teller windows
on the property described in Exhibit "A" attached hereto and in-
corporated herein by this reference as though set forth herein
in full;
B. That a public hearing was duly called, noticed and held on said
application;
C. That establishment, 'maintenance and operation of the use applied
fcr will not, ~der the circumstances of this case, be detrimental
to .-_he health, safety, morals, comfort or general welfare of the
.~er_=ons residing or working in the neig~hborhood of such pro-

~:.-~sed use, evidenced by the following findings:
!. That the application is in conformance with the review pro-
cedure as provided in the Irvine Complex guidelines, and the
Tustin Zoning Code.
2. That 'the use is in conformance with the intent of the Tustin
Area General Plan.
D. ~-~:=~ the establishment, maintenance and ooeration~ of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property, nor
to the general welfare of the City of Tustin, and should be
granted;
E. Proposed development shall be in accordance with the development
policies adopted by the City Council, Uniform Building Codes _.
as a~ministered by the Building Official, Fire Code as administered
by the Orange County Fire Marshal, and street improvement require-
ments as administered by the City Engineer;
F. ~Final development plans shall require the review and approva1
of the Community Development Director.
G. That EIR 73-1 was previously certified for the Irvine Industrial
Complex,~ where this project is loca{ed.
II. The Planning Agency hereby grants a Conditional Use Permit, as applie¢
for, to authorize drive-through bank teller windows at the proposed
office complex at 2442 Chambers Road, subject to the following conditions
~. 'That all driveway construction shall be per City standards 108B.
2. That prior to building permit issuance the existing street im-
Provement plans R-907K and R907H shall be revised to show final
driveway locations as directed by the City Engineer.
3. That the final site plan shall show the existing and pro_.oosed
sewer laterals location and water service location.

4. That the building shall be provided with an approved auto-
matic detection system and be monitored 24 hours a day by an
approved central receiving company.
5. That the lower parking level sh~ll be secured during non-business
hours by a perimeter screen and a ramp gate. Such items shall
be provided in accordance with Building and Fire Code require-
ments.
6. That sign plans shall be submitted in conformance with pro-
visions of the Tustin Sign Code.
PASSED AND ADOPTED at a regular meeting of the Planning Agency held on
the 21st day of May, 1979
