REGULAR MEETING
TUSTIN PLANNING COMMISSION
JANUARY 24, 2012
CALL TO ORDER: 7:00 p.m.
INVOCATION/PLEDGE OF ALLEGIANCE: Commissioner Eckman

PUBLIC CONCERNS: (Limited to 3 minutes per person for items not on the agenda)
At this time members of the public may address the Commission regarding any
items not on the agenda and within the subject matter jurisdiction of the
Commission (NO action can be taken on off-agenda items unless authorized by
law). If you wish to address the Commission on any matter, please fill out one of
the forms located at the speaker's table so that your remarks on the recording of
the meeting can be attributed to you. When you start to address the
Commission, please state your full name and address for the record.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be
enacted by one motion. There will be no separate discussion of these items prior
to the time of the voting on the motion unless members of the Commission, staff,
or public request specific items to be discussed and/or removed from the
Consent Calendar for separate action.
APPROVAL OF MINUTES -JANUARY 10, 2012, PLANNING COMMISSION.
RECOMMENDATION:
That the Planning Commission approve the minutes of the January 10, 2012
meeting as provided.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this
agenda will be made available for public inspection in the Community Development Department located at
300 Centennial Way, Tustin, California, during normal business hours.

2. EXPRESS CARWASH LOCATED AT 3017 EDINGER AVENUE.
At the January 10, 2012, Planning Commission meeting, Mr. Kal Patel, owner
of the All Hands Carwash located at 3091 Edinger Avenue, addressed the
Planning Commission in the Public Concerns section of the meeting. Mr. Patel
expressed his concerns regarding the operation of a new express carwash
located at 3017 Edinger Avenue. The Planning Commission directed City staff
to review the concerns addressed by Mr. Patel and report back to the Planning
Commission on the status of the project.
RECOMMENDATION:
That the Planning Commission receive and file the report.
3. 2011 FIRE HAZARD SEVERITY ZONE MAPS.
On October 25, 2011, the California Department of Forestry and Fire Protection
(Cal Fire) forwarded a map depicting its recommendations for a Very High Fire
Hazard Severity Zone in the City of Tustin. On November 3, 2011, Cal Fire
and the Orange County Fire Authority (OCFA) jointly forwarded a map
depicting their recommendations for High and Moderate Fire Hazard Severity
Zones in the City of Tustin.
RECOMMENDATION:
That the Planning Commission receive and file the report.

REGULAR BUSINESS:
4. RESIDENTIAL DESIGN GUIDELINES FOR THE CULTURAL RESOURCES
DISTRICT -DRAFT FOR 30 DAY REVIEW.
At the request of the Planning Commission, staff has drafted an update to the
Residential Design Guidelines for the Cultural Resources District and has
released the draft to the public fora 30-day review period. An overview of the
draft document will be presented to the Commission at the January 24, 2012,
meeting.
RECOMMENDATION:
That the Planning Commission receive the report and agendize the Residential
Design Guidelines for formal consideration at the Planning Commission meeting
on February 28, 2012.

STAFF CONCERNS:
5. REPORT TO THE PLANNING COMMISSION ON CITY COUNCIL ACTIONS.
A report will be provided to the Planning Commission on matters taken before
City Council. Included is the action agenda from the City Council meeting held
on January 17, 2012.

The next regular meeting of the Planning Commission is scheduled for Tuesday,
