NAULT, FINANCE DIRECTOR RESOLUTION NO. 02-71 ADOPTING THE CITY BUDGET AND WATER ENTERPRISE BUDGET FOR THE FISCAL YEAR 2002/2003 SUMMARY: The City Council is requested to approve the attached Resolution adopting the budgets for the City and the Water Enterprise for Fiscal Year 2002/2003. RECOMMENDATION: Adopt Resolution No. 02-71 appropriating the City's Governmental Funds of $44,324,593; Special Revenue Funds, $22,595,184; Water Enterprise Budget of $16,957,673; Tustin Legacy Enterprise Funds, $2,275,937 and the City's FY2002/2003 Classification / Compensation Plan. FI SCAL I M PACT: The adoption of Resolution No. 02-71 will establish the anticipated expenditures for the City of Tustin during FY2002/2003 at $86,153,387. This Resolution does not include the Redevelopment Agency Budget, which will be adopted separately. DISCUSSION: The Draft FY2002J2003 City of Tustin Program and Financial Plan was presented to the City Council at budget workshops held on June 17 and July 1, 2002. At the workshops the City Council reviewed key elements of the proposed budget. The City Council did direct staff to make changes with the Capital Improvement Program as followed: . The Centennial Park Renovation will be moved up from FY2003/2004 to FY2002/2003. This will increase the Park Fund Expenditures by $640,000. . The Sports Field Lighting at Utt Middle School was added to FY2002/2003 by the direction of the City Council. This will increase the Park Fund Expenditures by $55,000. Ro~ald A. Neve,~ Senior Management Analyst Attachment BU DG ET&CAFR:CityBudgetStaffReport2002.doc RESOLUTION 02-71 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ADOPTING THE CITY BUDGET, THE CITY CLASSIFICATION / COMPENSATION PLAN AND APPROPRIATING FROM THE ANTICIPATED REVENUES OF THE CITY FOR THE FISCAL YEAR 2002-2003. WHEREAS, in accordance with Section 1415h of the Tustin City Code, the City Manager has prepared and submitted to the City Council a Proposed Annual Budget for the FY2002-2003, beginning July 1, 2002; and WHEREAS, the City Council, as the legislative body of the City, has reviewed this proposed budget, including a City Classification / Compensation Plan; NOW, THEREFORE, the City Council of the City of Tustin does hereby resolve, determine, and order as follows: SECTION 1. A certain document is on file in the office of the City Clerk of the City of Tustin, being marked and designated "City of Tustin Draft Budget FY2002-2003". Said document, as prepared by the City Manager and reviewed and adjusted by the City Council, is hereby adopted for the fiscal year commencing July 1, 2002. SECTION 2. The following sums of money are hereby appropriated from the anticipated revenues of the City of Tustin for the FY2002-2003.
