RESOLUTION NO. 1791
A RESOLUTION OF THE PLANNING AGENCY OF THE CITY OF TUSTIN
GRANTING A CONDITIONAL USE PER~dIT 78-27, AUTHORIZI,>IG THE
OPERATION OF AN ADULT EDUCATION CENTER AT EL CAMINO PLAZA,
686 EL CA3.IINO REAL.
The Planning Agency of the City of Tustin does hereby resolve as follows:
1. The Planning Agency finds and determines as follows:
a. That a proper application was filed on behalf of Stanley Kaplan
Education Center by Bertrand W. Langer for a Conditional Use
Permit to allow the operation of an adult education center on the
property known as E1 Camino Plaza, at 686 E1 Camino Real;
b. That a public hearing was duly called, noticed, and held on said'
application;
c. That ~stablishment, maintenance, and operation of the use applied
for will not, under the circumstances of this case, be detri-
mental to the health, safety, morals, comfort, or general welfare'
of the persons residing or working in the neighborhood of such
proposed use, evidenced by the following findings:
(1) The use in in conformance with the land use element of
the Tustin Area General Plan.
(2) The use is in conformance With the Zoning Ordinance.
d. That the establishment, maintenance, and operation of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property,
nor to the general welfare of the City of Tustin, and should be
granted.
e. Proposed development shall be in accordance with the development
policies adopted by the City Council, .Uniform Building Codes as
administered by the Building Official, Fire Code as administered
by the Orange County Fire ~larshal, and street improvement re-
quirements as administered by the City Engineer;
f. Final development plans shall require the review and approval
of the Co~.m. unity Development Director.
2. The Planning Agency hereby grants a Use Permit, as applied for, to
allow the operation of an adult educational center at 686 E1 Camino
Real, subject to the following conditions:
a. Occupancy shall be limited to sixty (60) persons for the first
phase (2,085 square feet) and to an ultimate occupancy of 125.
b. Classes shall be limited to 8 a.m. to 11 p.m.
c. The rear unimproved area directly behind the educational center
shall be improved as a parking area for students' use when oc-
cupancy exceeds si×ty (60) persons. Students shall be directed
to park their vehicles in this area.
PASSED AND ADOPTED at a regular meeting of the Planning Agency held on
the 18th day of December, 1978.
