VALENCIA AVENUE AND EDINGER AVENUE CIP NO. 70212,
INCORPORATING THE ORANGE COUNTY SANITATION DISTRICT GISLER-
RED HILL SEWER SYSTEM IMPROVEMENTS
SUMMARY
The plans and specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair
Project CIP No. 70001; the Red Hill Avenue Rehabilitation Project between Valencia Avenue and
Edinger Avenue CIP No. 70212, incorporating the Orange County Sanitation District (OCSD)
Gisler-Red Hill Sewer System Improvements, Reach B, Contract No. 7-37 have been prepared
and are ready to be bid.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 12-06 approving the plans and
specifications for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP
No. 70001; the Red Hill Avenue Rehabilitation Project between Valencia Avenue and Edinger
Avenue CIP No. 70212; and the Orange County Sanitation District Gisler-Red Hill System
Improvements, Reach B, Contract No. 7-37, and authorize the City Clerk to advertise to receive
bids.
FISCAL IMPACT
Funds have been budgeted and appropriated in the Fiscal Year 2011-2012 Capital Improvement
Program for the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No.
70001, and the Red Hill Avenue Rehabilitation Project between Valencia Avenue and Edinger
Avenue CIP No. 70212. CIP No. 70001 is part of the City's on-going Maintenance of Effort (MOE)
obligation to maintain eligibility for Renewed Measure M (M2) funding.
Work by the City on the OCSD Gisler-Red Hill System Improvements is subject to Amendment No.
1 to an existing Reimbursement Agreement between the City and the OCSD which commits the
OCSD to reimbursing the City for sewer manhole rehabilitation on Red Hill Avenue between
Valencia Avenue and Edinger Avenue in conjunction with the City's Red Hill Rvenue Rehabilitation
Project CIP No. 70212.
DISCUSSION AND BACKGROUND
The Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 for
Fiscal Year 2011-2012 includes asphalt concrete pavement repair, asphalt concrete overlay, slurry

sealing, and traffic striping on various streets throughout the City within Zone 7 of the Citys
Pavement Management Program. The City is divided into seven pavement management zones
(see attached map) with one zone targeted each year for pavement maintenance. Through a
rolling seven year cycle, this program is intended to maintain the integrity of City streets. The
current phase, Zone 7 (see attached map), is generally bounded by Edinger Avenue to the north,
Tustin Ranch Road to the east, Barranca Parkway/Warner Avenue to the south, and the west city
boundary. This year's work also includes: localized pavement repairs and slurry sealing on Main
Street from Newport Avenue to the SR-55 Freeway; bridge deck repairs on the Jamboree Road
overcrossing of Edinger Avenue; minor pavement repairs and slurry sealing within several City
parks; and asphalt overlays of the City Hall and Senior Center parking lots.
CIP No. 70001 also includes the Annual Sidewalk Repair Project which focuses on removal and
replacement of damaged sidewalk to correct tripping hazards at numerous locations throughout the
City based on an annual field survey conducted by the Engineering Division. The field survey
identifies and evaluates locations where tree roots are causing sidewalk and curb and gutter
damage. Under the project, some of these trees will be removed and replaced with trees of the
same species, or with a species more suitable to the parkway area as recommended by the Citys
Certified Arborist. This project also provides improvements throughout the City to comply with the
Americans with Disabilities Act (ADA). These locations are typically requested by citizens or are
identified by City staff to provide far completion of missing segments of sidewalk and curb ramps to
improve pedestrian access.
As with CIP No. 70001, the Red Hill Avenue Rehabilitation Project between Valencia Avenue and
Edinger Avenue CIP No. 70212 consists of asphalt concrete pavement repairs, slurry sealing,
concrete curb and sidewalk repairs, and traffic striping. Due to the proximity and similar nature of
work, the Red Hill Avenue project will be bid concurrently with CIP No. 70001, which should result
in more competitive pricing.
In order to minimize traffic impacts on Red Hill Avenue that would otherwise result from two
separate projects, work on CIP No. 70212 includes rehabilitation of six sewer manholes as shown
on plans for the OCSD GisleFRed Hill System, Reach B, Contract No. 7-37. The plans and
specifications for this project were prepared by the OCSD and are incorporated into the Citys bid
package. The City will be reimbursed far this work under Amendment No. 1 to an existing
Reimbursement Agreement with the OCSD, which will be considered for approval by the City
Council under a separate agenda item.

Since the Citys CIP No. 70001 and 70212 projects involve the replacement and repair of existing
facilities with minor modifications, they are Categorically Exempt under California Environmental

Quality Act (CEQA) requirements. Notices of Exemption have been prepared for the projects, and
recorded with the County of Orange.
Additionally, the OCSD Board of Directors approved the Program Environmental Impact Report
(EIR), 1999 Strategic Plan, which includes the proposed project, Gisler-Red Hill System
Improvements, Reach B, OCSD Contract No. 7-37. A Notice of Determination has been filed and
recorded with the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA
APPROVING PLANS AND SPECIFICATIONS FOR THE ANNUAL ROADWAY
REHABILITATION AND CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70001; THE
RED HILL AVENUE REHABILITATION PROJECT BETWEEN VALENCIA AVENUE AND
EDINGER AVENUE CIP NO. 70212; AND THE ORANGE COUNTY SANITATION
DISTRICT GISLER-RED HILL SYSTEM IMPROVEMENTS, REACH B, CONTRACT NO.
7-37, AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract
for the construction of the Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project
CIP No. 70001, FY 2011-2012; the Red Hill Avenue Rehabilitation Project between Valencia
Avenue and Edinger Avenue CIP No. 70212; and the Orange County Sanitation District (OCSD)
Gisler-Red Hill System Improvements, Reach B, Contract No. 7-37, and
WHEREAS, the City Engineer has presented plans and specifications for the construction
of said work; and
WHEREAS, the City of Tustin CIP 70001 and 70212 projects are categorically exempt from
the requirements of the California Environmental Quality Act (CEQA}; Class 1, Section 15301:
Existing Facilities; and
WHEREAS, on October 27, 1999, the OCSD Board of Directors adopted Resolution Nos.
99-19, 99-20, and 99-21, which approved the Program Environmental Impact Report, 1999
Strategic Plan, which includes the proposed OCSD Gisler-Red Hill System Improvements, Reach
B, Contract No. 7-37, pursuant to the California Environmental Quality Act; and
WHEREAS, on October 28, 1999, pursuant to Public Resources Code Section 21000, et
seq., CEQA, the OCSD filed a Notice of Determination under CEQA with the County Clerk of the
County of Orange, California;
NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the
City Engineer are hereby approved as the plans and specifications for:
Annual Roadway Rehabilitation and Gitywide Sidewalk Repair Project CIP No. 70001
and
Red Hill Avenue Rehabilitation Project between Valencia Avenue and Edinger Avenue CIP No.
70212
and
OCSD Gisler-Red Hill System Improvements, Reach B, Contract No. 7-37
BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to
advertise as required by law for the receipt of sealed bids or proposals for the performance of the
work specified in the aforesaid plans and specifications;
PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held
on the 7th day of February 2012.
