REGULAR MEETING
TUSTIN PLANNING COMMISSION
JANUARY 24, 2012

PUBLIC CONCERNS:
Harold Katzman stepped forward and provided the Planning
Commission with a status update on the parking improvements at
Tustin Imperial Townhomes. Mr. Katzman stated that the parking
improvements have reduced the parking spaces from
approximately 134 down to 108 spaces; however, many residents
are now using their garages and carports to park their vehicles. On
three separate evenings, Mr. Katzman checked the grounds, and
he stated approximately 100 cars were parked in the carport
spaces alone. Due to the improvements, residents are generally
pleased with the wider street, but wish there were still more spaces
to park. Mr. Katzman stated he will continue to evaluate the
situation over the next six months, and said it was great to work
with City staff on the project.

That the Planning Commission approve the minutes of the
January 10, 2012 meeting as provided.

2. EXPRESS CARWASH LOCATED AT 3017 EDINGER
AVENUE.
At the January 10, 2012, Planning Commission meeting,
Mr. Kal Patel, owner of the All Hands Carwash located at
3091 Edinger Avenue, addressed the Planning
Commission in the Public Concerns section of the
meeting. Mr. Patel expressed his concerns regarding the
operation of a new express carwash located at 3017
Edinger Avenue. The Planning Commission directed City
staff to review the concerns addressed by Mr. Patel and
report back to the Planning Commission on the status of
the project.
RECOMMENDATION:
That the Planning Commission receive and file the report.

3. 2011 FIRE HAZARD SEVERITY ZONE MAPS.
On October 25, 2011, the California Department of
Forestry and Fire Protection (Cal Fire) forwarded a map
depicting its recommendations for a Very High Fire Hazard
Severity Zone in the City of Tustin. On November 3, 2011,
Cal Fire and the Orange County Fire Authority (OCFA)
jointly forwarded a map depicting their recommendations
for High and Moderate Fire Hazard Severity Zones in the
City of Tustin.
RECOMMENDATION:
That the Planning Commission receive and file the report.
Motion: It was moved by Puckett, seconded by Eckman to move the
Consent Calendar. Motion carried 5-0.
At this time, Chair Thompson re-opened the Pubic Concerns
portion of the agenda to provide Kal Patel with an opportunity to
speak.
Mr. Patel renewed his concerns regarding the Express Carwash
vacuums and the allotment of additional parking spaces due to the
vacuum machines. Mr. Patel added that a greeting terminal is being

installed requiring an employee to load cars into the wash, which
changes what was initially agreed upon in the original conditions of
approval.

his concerns.
PUBLIC HEARINGS
REGULAR BUSINESS:
4. RESIDENTIAL DESIGN
CULTURAL RESOURCES
DAY REVIEW.
GUIDELINES FOR THE
DISTRICT -DRAFT FOR 30
At the request of the Planning Commission, staff has
drafted an update to the Residential Design Guidelines for
the Cultural Resources District and has released the draft
to the public fora 30-day review period. An overview of
the draft document will be presented to the Commission at
the January 24, 2012, meeting.
RECOMMENDATION:
That the Planning Commission receive the report and
agendize the Residential Design Guidelines for formal
consideration at the Planning Commission meeting on
February 28, 2012.

Schwab
Provided a brief introduction of the Community Development
Department Planning Intern, Suzanne Schwab.
Presented the Draft Residential Design Guidelines to the
Commission.
The Director complimented staff on their work on the document,
discussed the 30-day review period, and requested that the
Commission review the document and provide comments back to
staff.
Generalized Commission questions and comments included
providing a comment box accessible via the city website, code
limitations addressing height requirements for fences and walls, the
type of comments staff is hoping to receive from the public,
highlighting the residential structures that have achieved a
distinction in the Cultural Resources District along with the
residences documented in the Tustin Historic Register Plaque

Designation Program, adding the State Historic Building Code to
the appendices, and consolidation of sections in the glossary.
STAFF CONCERNS:
5. REPORT TO THE PLANNING COMMISSION ON CITY
COUNCIL ACTIONS.
The Director reported on City Council Actions as follows:
• Provided an update on the City of Tustin Wireless
Communications Master Plan;
• Council agendized the interviews far Planning Commission
vacancies; however, they have been delayed.
COMMISSION CONCERNS:
Moore Unfortunately missed the grand opening of Tasti D-Cite;
• Stated it is Fitness Week. This is an opportunity to enjoy all
the wonderful parks in Tustin;
• Is looking forward to the upcoming Mayor's Inaugural
Dinner.
Kozak • Attended the Pep-Rally for the Tustin High School Football
Team. Enjoyed the event;
• Is looking forward to the Mayor's Inaugural Dinner;
• Thanked staff for their informative reports and for all their
work this evening;
• Appreciated receiving a copy of the Tustin Old Town
Shopping, Dining, and Event Guide.
Eckman Suggested enclosing the Shopping, Dining, and Event guide
in the water bills for distribution to residents.
Puckett Attended the ribbon cutting far Tasti D-Cite, welcomed the
owners to the Tustin business community;
• Attended the Pep-Rally for the Tustin High School Football
Team. Noted that Mayor Nielsen wore his THS Letterman
Jacket;
• Reminded the audience about the upcoming Mayor's
Inaugural Dinner put on by the Tustin Community
Foundation.
Thompson Was inspired after participating in Tustin's Dino Dash to sign
up for the LA Half-Marathon;
• Will be awarded as Land Development Engineer of the Year
for Orange County.

ADJOURNMENT:
The next regular meeting of the Planning Commission is
scheduled far Tuesday, February 14, 2012, at 7:00 p.m. in the
City Council Chamber at 300 Centennial Way.
