RESOLUTION NO. 1761
A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN, USE PERMIT APPLICATION NO.
78-17 AUTHORIZING A DRIVE-THRU TELLER FACILITY
The Planning Agency of the City of Tustin does hereby resolve as
follows:
1. The Planning Agency finds and determines as follows:
a. That a proper Use Permit application was filed on behalf of
State .Mutual Savings and Loan for a Conditional Use Permit to
authorize construction of a remote drive-thru teller unit at
the existing office facility at 615 E. First Street as described
in Exhibit "A" attached hereto and incorporated herein by
this reference as though set forth herein in full; --':. ~
b. That a Public hearing was duly called, noticed and held on said
application;
c. That establishment, maintenance and operation of the use
applied for will not, under the circumstances of this case,
be detrimental to the health, safety, morals, comfort or
general welfare of the persons residing or working in the
neighborhood of such proposed use, evidenced by the following
findings:
(1) The use is in conformance with the Land Use Element of
the Tustin Area General. Plan and Zoning Ordinance.
(2) The proposal is a Class I categorical exemption to
environmental impact re~lirements.
d. That the'establishment, maintenance and operation of the use
applied for will not be injurious or detrimental to the property
and improvements in the neighborhood of the subject property,
nor to the general welfare of the City of Tustin, and should
be granted.
e. proposed development shall be in accordance with the develop-
ment policies adopted by the City Council, Uniform Building
Codes as admnistered by the Buildling Official, Fire Code as
administered by the Fire Chief, and street improvement
requirements as administered by the City Engineer.
2. The Planning Agency hereby approves Use Permit No. 78-17 authorizin~j
a drive-thru teller facility subject to the following conditions:
a. Two-way drive aisle shall be 27 feet in width and one way
aisle at least 16 fee5 wide.
b. The owner shall provide on-site traffic control in the form
of signing and road markings as recommended by the City
Engineer to ensure smooth traffic flow.
c. Final development plans to include but not necessarily be
limited to building electrical, grading, landscaping, and
irrigation, shall be submitted to the Community Development
Director for review and approval.

d. That the installation of the parking lot in the rear of the
project, as shown on Exhibit "A" shall be completed prior to
the commencing of drive-thru service by the applicant. ·

PASSED AND ADOPTED at a regular meeting of the Planning Agency of
the City of Tustin, California, held on the 17th day of July, 1978.
