The Planning Agency of the City of Tustin does hereby resolve asI follows: . The Planning Agency finds and determines as follows: ' . a. That a proper application (Use Permit No. 78-14) was filed on behalf of E1 Camino Bank for a Conditional Use Permit to authorize two (2) drive-thru teller windows on the property~.-j~'~ described in Exhibit ."A" attached hereto and incorporated - ~..~.i~:~: herein by this reference as though set forth in full. ' '~2~i~.'.~ b. That a public hearing was duly called, noticed and held on said application; c. That establishment, maintenance and operation of the use applied for will not, under the circumstances of this case, be detrimental to the health, safety, morals, comfort or general welfare of the person residing or working in the neighborhood of such proposed use, evidenced by the following findings: The use is in conformance with the land use element of the Tustin Area General Plan and with the Zoning Ordinance. d. That the establishment, maintenance and operation of the us applied for will not be injurious or detrimental to the ~roperty and improvements in the neighborhood of the subject ~roperty, nor to the general welfare of the City of Tustin, and should be granted. e. Proposed development shall be in accordance with the develo1' ment policies adopted by the City Council, Uniform Building Codes as administered by the Building Official, Fire Code a~? administered by the Building official, Fire Code as administ.'. ','~ by the Fire Chief, and street improvement requirements as administered by the city Engineer- · f. Final development plans~ shall require the revie~ and-approval' of the Community Development Director. j.' 2. The Planning Agency hereby grants a Conditional Use Permit, as applied for, to authorize the construction and improvement of "thr~e~ drive- thru teller lanes at the subject property, subject to the following conditions~. ''. a.' The "drive-up teller" aisles shall be at least'7.75~ ih ~idth and the '~drive-up telle~'islands shall be at least 25'f~°m. · .'-.. the property line ".. " b. The developer shall provide on-site traffic control, such as stop signs, pavement markings, raised medians, etc. to . . the satisfaction of the City Engineer. c. The developer shall reconstruct both existing driveways on E1Camino Real. Said "new" drive approaches shall conform City Standard No. 108B and shall be shown on the final plan as such. Payment of sewer connection fees per Orange County District No. 7 Ordinance. e.
