RESOLUTION NO. 1741
A RESOLUTION OF THE PLANNING AGENCY OF THE
CITY OF TUSTIN RECOMMENDING APPROVAL TO THE
CITY COUNCIL OF TENTATIVE TRACT MAP NO. 10281
The Planning Agency of the City of Tustin does hereby
resolve as follows:
1. The Planning Agency finds and determines as follows:
a. That Tentative Tract Map No. 10281 was submitted
to the Planning Agency pursuant to provisions of
the Subdivision Ordinance No. 651 by Zenith
Surveys, Inc. on behalf of Jansvu Properties, Inc
for the purpose of creating five (5) parcels from
portions of eight (8) existng pa~¢el.s as describe
in Block "C", Map of Part of Tustin City of the
Miscellaneous Records of Los Angeles County,
R/S 51-36.
b. That said proposal and division of land is in
conformance with the Land Use Element of the
Tustin Area General Plan and Zoning Ordinance.
c. That an Environmental Impact Report was pre--
pared and certified for the proposed development
(EIR 76-3).
2. The Planning Agency hereby recommends to the City
Council approval of Tentative Tract Map No. 10281 subject to
the following conditions:
a. Construction of all missing or damaged street
improvements on the First Street and Second
Street frontages per City of Tustin "Minimum
Design Standards for Public Works" and "Street
Improvement Standards." A plan prepared by a
civil engineer shall be submitted showing this
work which shall consist of, but not be limited
to, sidewalk, street trees, street light, sewer
and water lateral, fire hydrants, storm drain
driveway apron and looped water system between
First and Second Streets.
b. Installation of all utilities underground in
connection with this development With no poles
being set either on or adjacent to the subject
development.
c. Formation of a homeowner's association to provide
for the maintenance of the common areas within
Parcel 1.
d. Submission of C.C. and R's for approval of the
City Engineer and City Attorney, which shall
provide for emergency police and fire and public
service access across the common area of Parcel
as well as, to provide for the maintenance of
the common area.
e. The emergency access easement over Parcel 2 shall
be a minimum of 16 feet wide.

f. On-site fire hydrant requirements should be
determined by the Orange County Fire Marshall.
g. ~he developer shall establish an emergency access
easement over Parcel 2 for the exclusive use of
police and fire emergency vehicles only. Said
easement shall be adequately "screened" to pre-
clude use of said easement by Parcel 2. The
developer shall also provide such means to
restrict access from Parcel and Second Street
as required by the Orange County Fire Marshall.
h. The proposed "entrance" from First Street into th~
development should be redesigned' to meet the
following requirements.
1. Minimum driveway width of 30 feet if only one
driveway is to be permitted, ~and of a
design to prevent westbound First Street and
southbound "A" Street traffic from entering
the development.
i. The developer shall provide a separate water and
sewer service for each parcel.
j°. In the event that a revised site plan could be
submitted for this development, the following
recommendations should be made conditions of
approval thereof.
1. The minimum aisle width through the proposed
development should ~ 27 feet, although at
the. time of zone change approval, the minimum
standard width was twenty-five feet.
2. The proposed planting area adjacent to the
property lines should be a minimum of 3 feet
in width.
3. The developer shall provide sufficient access
to accommodate the turning movements of refus,
vehicles.
4. The developer shall 9rovide, to the satis-
faction of the City Engineer, adequate site
distance for safe ingress and egress from the
proposed "underground parking."
5. The developer shall have prepared, by a civil
engineer, a plan showing and shall construct
all traffic striping and signing as required
by the "vehicle code" to the satisfaction of
the City Engineer.
k. If a revised site plan is not submitted, the
above recommendations should be considered for th~
proposed tentative tract map.
1. Ail abandoned sewers, cess pools and septic tanks
shall be made to conform to provisions of the
1976 Uniform Plumbing Code (Appendix I, Section
I-9).

m. Any wells shall be abandoned as approved by the
County of Orange Health Officer prior to sub-
mittal of any improvement plans submitted for
plan check.
n. Approval of the Tentative or Final Tract Maps
does not imply approval of the project as
presently submitted.
o. Prior to submittal of building plans, a Use
Permit application shall be submitted in accord-
ance with the Planned Development District.
PASSED AND ADOPTED at a regular meeting of the Planning

Agency of the City of Tustin on the 1st day of May, 1978.
