A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL
ADOPT ORDINANCE NO. 1411 APPROVING CODE AMENDMENT
2012-001 IMPLEMENTING MINOR TEXT AMENDMENTS TO THE
TUSTIN CITY CODE TO PROVIDE ADDITIONAL CONSISTENCY WITH
THE TUSTIN ZONING MAP.
The Planning Commission does hereby resolve as follows:
The Planning Commission finds and determines as follows:
A. That California Government Code Section 65800 et seq. requires each
city to adopt, administer and implement zoning laws, ordinances, rules
and regulations to implement the community's adopted general plan.
B. That the Tustin City Council has adopted zoning laws that divide the City
of Tustin into zoning districts where uniform zoning regulations apply and
differentiate one type of zone district from those in other types of zone
districts.
C. That on January 5, 2010, the Tustin City Council adopted Ordinance No.
1369, officially designating its first computer-generated "Zoning Map of the
City of Tustin." Following adoption of the Zoning Map, it has been
recognized that certain, older portions of the Tustin Zoning Code do not
consistently reference the abbreviated Zoning District titled utilized in the
Tustin Zoning Map.
D. Draft Ordinance No. 1411 has been prepared to standardize the way
Zoning Districts are referenced throughout the Zoning Code and to ensure
consistency with the Tustin Zoning Map. In addition, Ordinance No. 1411
also proposes minor text revisions that are necessary to ensure that the
language of the code is current and accurate.
E. That on February 14, 2012, a public hearing was duly noticed and called
by the Tustin Planning Commission and a meeting was held on proposed
Code Amendment 2012-001 (Ordinance No. 1411).
F. Ordinance No. 1411 is exempt from environmental review under CEQA
pursuant to Section 15061(b)(3) of the State CEQA Guidelines since it can
be seen with certainty that there is no passibility that the activity in
question may have a significant effect on the environment. If adopted, the
proposed Code Amendment 2012-001 (Ordinance No. 1411) would
update the Zoning Code to provide additional consistency within the Tustin
Zoning Map. Other minor text revisions are also proposed to ensure that

the language of the code is current and accurate. This revision has no
possibility for significant effect on the environment; therefore, Code
Amendment 2012-001 is not subject to CEQA.
G. That proposed Ordinance No. 1411 is reasonably necessary to protect the
health, safety, and welfare of the citizens of the City of Tustin.
II. The Planning Gommission hereby recommends that the City Council adopt
Ordinance No. 1411, as referenced hereto in "Exhibit 1," approving Code
Amendment 2012-001 implementing minor text amendments to the Tustin City
Code to provide additional consistency within the Tustin Zoning Map.
PASSED AND ADOPTED by the Planning Commission of the City of Tustin at a regular
meeting on the 14t" day of February, 2012.
