ORDINANCE NO. 326
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF TUSTIN, CALIFORNIA PROVIDING A PARKS AND
RECREATION COMMISSION.
The City Council of the City of Tustin, does hereby
ordain as follows:
Section 1: Ordinance No. 163 is hereby repealed.
Section 2: Article IV of the Tustin City Code is hereby
amended to read as follows:
ARTICLE IV Park'S and Recreation Commission
2-18 COmposition Thereiis hereby created a Parks and
Recreation Commission of the City of Tustin, Said Com-
mission shall consist of five members, who shall be apt
pointed by the City Council. The majority of the Com-
missioners shall reside within the City limits of Tustin.
Terms of office shall be two years running from January
1, through December 31, of the following year. Three
Commissioners shall have terms beginning January 1 of
even years, and two Commissioners shall have terms be-
ginning January 1 of odd years. Successors to Commis-
sioners whose terms have expired shall be appointed by
the City Council. ~The Council shall appoint successors
to fill the unexpired term of any Commissioner whose offi(
is vacant for any reason. Commissioners may be removed
at any time by the City Council.
2-19 Meetings and Duties At the next regular meeting
~'01Yowing January 1st of each year, the Commission shall
elect one member Chairman, and one member Vice-Chairman,
who shall hold office for one year from January through
December. Responsibilities of Chairman shall be: pre-
\ pare agenda for all meetings, act as chairman for all
meetings, review preliminary drafts of minutes prior to
approval by Commission, act as spokesman for the
Commission expressing the desires of the Commission.
Vice-Chairman shall assume the duties of the Chairman
in his absence. The Commission shall meet as often as
necessary to carry out its responsibilities, but shall
meet at least once each month in regular session. The
Commission shall establish such rules and regulations
as it deems necessary for governing itself, and for the
faithful performance of its duties. Such rules and
regulations shall not be inconsistent with the laws of
the State of California, or ordinances of the City of
Tustin, California.
2-20 Responsibilities The Commission is responsible for
recommending Parks, Recreation, and City Beautification
policy to the City Council and special projects as
f~r~her defined in Section 2-21 below- The Commission
has only such authority as that expressly granted to it
by the City Council.""~ The City Couhcil may set aside any
act or recommendation of the Commission. All contacts
with the professional City Staff shall be through the
City Administrator, or his designee.

1 2-21 Projects The Commission shall act in an advisory
capacity to the City Council on all matters relating to
2 policy in the areas of:
5 Parks - acquisition of park land, either within or
without the City limits; improvements of a capital
~ nature to existing park sites or park structures;
preparation and implementation of plans for a parks
5 system.
6 Recreation - planning and implementation of recreati,
program for the City including athletics, musicals,
7 cultural and other related functions of a public
recreational nature.

City Beautification - preparation and implementation
9 of a Master Tree Plan for primary and secondary
street parkways in the City; preparation and
10 .L:.~ implementation of a Residential Tree Plan for
residential parkways in the City; preparation and
11 implementation of a plan for planted Center Dividers
within the City; other areas of City Beautification
12 in which the Council may assign.
15 Special Projects - The Commission may advise the
City Council on such matters as the Council may
14 delegate to them for study and recommendation.
15 Budget Review - the Commission will prepare and/or
review the Parks, Recreation and City Beautification
~6 Budget request each year prior to submittal to the
Council, so that the Council may have the advice
17 and recommendations of the Commission in these
matters.

2-22 Annual Reppr.~ The Co~unission shall submit an Annua3
19 report covering the previous calendar year's activities
to the City Council in January of each year.

2-23 Compensation The Members of the Parks and Recre-
21 ation Commission shall receive compensation for their
services as may be established or changed from time to
22 time by Minute Order of the City Council.
