The Planning Agency finds and determines as follows: a. That Section E5356.1 of the Government Code of the State of California provides that when it is deemed to be i.n-the public interest, the legislative body may amend a part of the Gen- eral Plana That in accordance ~=rith Section 65356 of the Government Code of the State of California, a 'public hearing was duly advertised and held on July 1S, 1.97?, on the application of Hamer ~ Carpenter to consider General Plan Amendment 77-2(C) to reclassify the 1.1-acre parcel bounded by Yorba Street anal th~_Newport Freeway, southerly of 17th Street, from the "Pr" to the Commercial General classification. b. That the proposed amendment would have no adverse imp act upon the environment and is granted a Negative Declaration. c. That the change in classification would b e in the public interest and not detrimental to the welfare of the public or the surrounding prop- erty owner. s . 2. The Planning Agency hereby recor-ir~ends to the City Council approval of General Plan Amendment 77-2(C) to reclassify subject. parcel as identified herein from the Professional Office to the Corlriercial Gen- eral classification subject to the submission of precise developr.~ent plans to accompany a zone change application. The Planning Agency of the City of Tustin does hereby resolve as follows: 1. The Planning Agency finds and determines as follows: a. That in accordance with Section G535G of the Government Code of the State of California, a public hearing was duly advertised and held on July 18, 1977, on the application of Hamer & Carpenter to consider General Plan Amendment 77-2(C) to reclassify the 1.1-acre parcel .bounded by Yorba Street and the Newport Freeway, southerly of 17th Street, from the "Pr" to the Commercial General classification. b. That the proposed amendment would have no adverse impact upon the .environment and is granted a Negative Declaration.. c. That the change in classification would be in the public interest and not detrimental to the welfare of the public or the surrounding prop- erty owners.. 2. The Planning Agency hereby recommends to the City Council approval of General Plan Amendment 77-2(C) to reclassify suh,ject parcel as identified herein from the Professional Office to the Commercial Gen- eral classification subject to the submission of precise development plans to accompany a zone change application.
