STACK, DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: AWARD CONTRACT FOR THE RAWLINGS RESERVOIR REPLACEMENT - PHASE II CONSTRUCTION PROJECT CIP 60136 SUMMARY Staff is requesting that the City Council award the construction contract for the Rawlings Reservoir Replacement -Phase II Construction Project CIP 60136 to the lowest responsivelresponsible bidder. RECOMMENDATION It is recommended that the City Council Award the construction contract far the Rawlings Reservoir Replacement -Phase II Construction Project CIP 60136 to the lowest responsivelresponsible bidder, Pacific Hydrotech Corporation, in the amount of $ 10,782,420.00, and authorize the Mayor and the City Clerk to execute the contract documents on behalf of the City. FISCAL IMPACT Funds have been budgeted and appropriated in the Fiscal Year 2011-2012 Capital Improvement Program Budget for the Rawlings Reservoir Replacement -Phase II Construction Project CIP 60136. The project is funded by the 2011 Water Revenue Bonds. DISCUSSION The proposed Phase II project includes construction of two (2) 3.0 MG pre-stressed concrete tanks, off-site drain line along Foothill Blvd, yard piping, earthwork, grading, electrical, instrumentation, landscaping and irrigation improvements. Formal bids were publicly opened on February 23, 2012 and reviewed by Public Works. Six (6} bids were received and are summarized below by order of least dollar amount: • Pacific Hydrotech Corporation $ 10,782,420.00 • Gateway Pacific Contractors, Inc. $ 10,946,167.00 • Insight Environmental, Engineering & Construction Inc. $ 11,622,125.76 • SSC Construction, Inc. $ 11,783,901.00 • Schuler Engineering Corporation $ 11,998,634.00 • Pascal & Ludwig Constructors $ 12,301,479.00 Staff has reviewed the references and the State Contractor's License for Pacific Hydrotech Corporation and has determined that they are appropriate for the subject project.
