The Planninb Agency of the City of Tustin does hereby resolve as follows: 1. The Planninb Agency finds and deter::~ines: a. A proper application (L'se Permit 77-14) has been. filed on behalf of Edward and Carol Earl for the operation of a take-out sandwich and salad shop on a portion of Ste~:art's Tustin Business Center on ~'+alnut Avenue. b: That a public hearing was duly called, noticed . and held on said application. e. That establishment, maintenance and operation of the use applied f cr r,~ill not, under the circum- stances of this case, be detrimental to the health, safety or general welfare of the per- sons residing or working in the neighborhood of such proposed use, evidenced by the following findings: 1) That said development is in conformance to .the Tustin Area General Plan. 2) That perimeter landscaping has been pro- ~tided around the exterior of the coraple:~, _with_inedian planter ..islands in the interior drive aisles. 3) That said development mill be compatible with the total master planned complex within jvhich the development is located. d. That the establishment, maintenance and opera- tion of the use applied for ~x:ill not be injuri- ous nor detrimental to the propert~~ and i~rprove- ments in the neighborhood of tie subject prop- erty, nor to the beneral welfare of the City of Tustin, and should be granted. e. The Planning Agency of the City of Tustin does hereby resolve as follows: 1. The Planning Agency finds and determines: a.
