A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TUSTIN, RECOMMENDING CERTIFICATION OF
ENVIRONMENTAL IMPACT REPORT NO. 77-2 TO THE CITY
COUNCIL.

The Planning Commission of the City of Tustin does hereby
resolve as follows'
1. The Planning Commission finds and determines as
follows'
A. That a draft Environmental Impact Report was pre-
pared on the basis of information submitted by
Envicom Corporation, 4521 Sherman Oaks Avenue,
Sherman Oaks, CA 94103, for the purpose of eval-
uating the impact related to the proposed con-
struction of a skate palace of 26,162 square feet,
and two restaurants (2,250 square feet and 2,082
square feet) on the property bounded by the New-
port Freeway on the east, freeway rampscon the
north, Tustin Village Way on the west, a~d McFadden
Avenue on the south.
B. That independent analysis is included in the staff
distributed to all agencies having jurisdiction
over subject area.
C. That a public hearing was held by the Planning
Con~ission on June 13, 1977, to receive public
testimony related to the impact upon the local
environment of the proposed development of the
vacant parcel.
D. That EIR 77-2 adequately addresses ~hose items of
environmental significance as related to proposed
land uses.
E. That adverse factors have been identified with
mitigating measures as follows'
1) Aesthetics related to freeway exposure.
llitigation' the removal of the chain link
fence and the construction of a 6'$" land-
scaped block wall to the standards of the
~ighway Division of the State of California
Department of Transportation.
2) Traffic circulation on ,~!cFadden Avenue and
Tustin Village Way.

for McFadden Avenue, modification of the
traffic signal at the intersection of McFadde
and ~ustin Village Way, the dedication of add
tional right-of--way on Tustin Village %%'ay and
}JcFadden Avenue, and the limitation of drive-
way openings on. Tustin Village %'~ay and ].lcFadden
to existJ, ng driveways.
2. The Planning Comm.i. ssion hereby recomznends to the City
Council the certification of Environmental Impact

Raport 77-2, an EIF~ relating to the proposed develop-
ment of a skate palace and drive-thru restaurants, to
consist of the initial draft, independent analysis,
public test~.mony, minutes of the Commission meeting of
June- 13, 1977, and related correspondence.
PASSED AND ADOPTE5 at a regular meeting of the City of
Tustin Planning Commission, held on the 13th day of June, 1977.
