~'1'l~e Planning Commission of the City of Tustin does hereby resolve
as follows
1. The Planning Commission finds and determines as follows:
a. A proper application (Use Permit 77-6) has been filed
on behalf of Northwest Community Services, Inc., for
the operation of a sandwich slion on a portion of the
Koll Business Center at 15011 Parkway Loop.
b. That a public hearing was duly called, noticed and held
on said application.
c. That establishment, maintenance and operation of the
use applied for will not, under the circumstances of
this case, be detrimental to the health, safety,
morals, comfort or general welfare of the persons
residing or working in the neighborhoocl of such pro-
posed use, evidenced by the following findings :_

1) That said development is in conformance to the
Tustin General Plan.
2) That perimeter landscaping has been provided
around the exterior of the complex, with median
planter islands .in the interior drive aisles.
3) That said development will be cornnatible with t?~e
total Master Planned complex within which the
development is located. ~ .
d. That the establishment, maintenance and operation of
the use applied for will not•be injuriousno~r detri-
mental to the property and improvements in the neigh-
borhood of the subject property, nor to the general
welfare of the City of Tustin, and should be granted.
_.• e. Proposed development shall be in accordance with the
Zoning Ordinance and the development policies adopted
by the City Council, Uniform Building Codes as ad-
ministered by the Building Official, Fire Code as
administered by the Fire Chief, and street improvement
requirements as administered by the City Engineer.
f. That a request for exemption from the Invironmental
Impact Report procedures has been filed and approved.
2. The Planning Commission hereby grants a Use Permit, to
authorize the o_eration of a sanc?caicli shon_ within the Koll
Business Center as applied for subject to the following
conditions:
a. All interior improvements shall comply with applica-

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF TUSTIN APPROVING USE PERMIT 77-6, AU-
THORIZING THE OPERATION OF A SANDWICH SHOP AT
15011 PARKWAY LOOP.
The Planning Commission of the City of Tustin does hereby resolve
as follows:
1. The Planning Commission finds and determines as follows:
a. A proper application (Use Permit 77-6) has been filed
on behalf of Northwest Community Services, Inc., for
the operation of a sandwich shop on a portion of the
Koll Business Center at 15011 Parkway Loop.

authorize the operation of a sandwich shop within the Koll
Business Center as applied for subject to the following
conditions:
a. All interior improvements shall comply with applica-
ble City building regulations.
b. Hours of o er shall be not earlier than 7 a.m. nor
later than 5, -p.m, Monday's through Friday's.
The primary business for the operation shall be directed
at those working in and visiting the Koll Business
Center. Promotion of the facility for other than

resident tenants shall be a violation of the Use
Permit.
d. The operation shall comply with~the approved Taster
Sign Plan which authorizes tenant identification o{
five (5) square feet.
PASSED AND 11DOPTED at a regular meeting of the Planning CoM-
(mission of the City of Tustin, California, held on the 11th day
of April, 1977.
