The Planning Commission of the City of Tustin does hereby resolve as follows: 1. The Planning Commission finds and determines as follows: a. That a proper application was initiated by motion of the Planning Commission to Prezone certain properties on the easterly side of Holt Avenue, northerly of Irvine Blvd, to the Multi-Family Residential (R-3-3000) District. b. Subject properties are further identified as Assessor's Parcels 5, 6, 7, and 8 of Book 401-282 and Parcels 32, 33, 34, of Book 401-271 of the Assessor's Maps of Orange County. c. That a public hearing was duly called, noticed and held on said application. • d. That the proposed use and density is in conformance with the Tustin Area General Plan. e. The proposed pre-zoning is hereby granted a Negative Declaration of Environmental Impact. 2. The Planning Commission hereby recommends to the City Council the approval of Pre-Zone 77-2 for the above described properties to the Multi-Family (R-3-3000) District subject to the following con- ditions: a. The pre-zoning shall be effective upon annexation to the City of Tustin. b. Density of proposed development shall not exceed one dwelling unit for each 3,000 sq. ft. of land area. c. Parking accomodations shall be provided at a ratio of 2 parking spaces for each dwelling unit, one of which shall be in an enclosed garage. d. Drive access and turn-around area shall be designed so as to preclude the necessity for any vehicle to back upon Holt Avenue. e. Design plans for proposed developments shall be reviewed and approved by staff in accordance with the criteria of the Guidelines for Development as adopted by City Council Resolution No. 73-35.
