RESOLUTION NO. 1595
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN
RECOMMENDING CERTIFICATION OF EIR 76-6 FOR THE YORBA STREET
IMPROVEMENT PROJECT
The Planning Commission of the City of Tustin does hereby resolve as
follows:
1. The Planning Commission finds and determines:
a) That a draft Environmental Input Report (EIR 76-6) has been
prepared for the purpose of determining significant impacts
upon the environment resulting from the proposed widening and
improvement of Yorba Street, southerly of 17th Street between
Jacaranda Avenue and Norwood Park Place.
b) That the draft EIR was circulated to individuals and'agencies
having jurisdiction by law and a public hearing duly advertised
and held on said proposal.
c) That the Planning Commission finds that'an adverse impact will
result from the loss of trees and shrubs serving as a ~i~ual
screen for the properties located at 14302 and 14332 Yorba
Street.
d) That mitigating measures should be implemented to include the
re-planting of trees and shrubs, with authorization for a
front yard masonry screen wall, not to exceed 6'8", so designed
as to preclude sight-distanc? hazards for driveways.
e) That the benefits of subject improvement, to include traffic
circulation and elimination of traffic hazards outweigh'.an~.
adverse impact which may result.
f) That the proposed project is in conformance with the Tustin
Area General Plan, and this finding shall satisfy the require-
ment of Section 65402 of the State Planning and Zoning Law.
2. The Planning Commission hereby recommends to the City Council the
certification of Environmental Impact Report 7,6-6 and the approval
of the Yorba Street improvement project.
PASSED AND ADOPTED at a regular meeting of the Planning Commission held
23 on the 14th day of February, 1977.
