A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN RECOMMENDING TO THE CITY COUNCIL AND
REDEVELOPMENT AGENCY, AN AMENDMENT TO THE REDEVELOP-
MENT PLAN

MENT PLAN
The Planning Commission of the city of Tustin does hereby
resolve as follows:
1. The Planning Commission finds and determines as follows
a. That Sections 33333 and 33445 of the Health and
Safety Code of the State of California requires
the redevelopment plan to indicate, the property
to be devoted to public purposes and for the plan
to provide for the property to be acquired and or
improved for public facilities.
b. That a study prepared by Wallace, McHarg, Roberts
& Todd and adopted by a conunittee of residents and
property owners of the subject area, as~.-amended
by the Redevelopment Agency, does specifl7 those
projects and public improvements within the area,
with said report having been revie%.~ed and approved
by the Planning Commission, identified as the
Project Report.
c. That proposed p~blic improvements are of benefit
to the project area and that there are no other
reasonable means of financing the public improve-
ments.
2. The Planning Com~m. ission hereby recommends to the City
Council and Redevelopment Agency that the findings
contained herein be affirmed and that the Redevelopment
Plan for the Tustin Community be amended as follows:
J. (Sec. 329) Construction of Public Facilities
The public improvements planned for the Town Center
Development Area with the exception of public buildings
and parking facilities, may be, but shall not necessar-
ily be, located primarily in the public right-of-way.
These improvements may include,-but shall not be
limited to, the following:
A. Street and traffic control improvements on p~blic
rights-of-way which may include, but need not be
limited to, the E1 Camino Design Area, Irvine Blvd.
and Newport Avenue.
B. Center island construction on public rights-of-way
which may include, but need not be limited to, t~--
E1 Camino Design Area and Irvine Blvd.
C. Landscaping, graphics, lighting, street furniture,
and street improvements, on public rights-of-way
which may include, but need not be limited to,
E1 Camino Real, Main Street, Third Street, Second
Street and First Street.
D. Co]_umbus-Tustin Park, structUral improvements to

include a recreation building and performing arts
structure.
E. Landscaping and recreational facilities in Coltunbus
Tustin Park.
F. Acquisition of land and construction of parking
areas in such areas as may be determined from time
to time by the governing body of the Com~..~u~.ty
Redevelopment Agency to be reasonable and necessary
G. Acquisition of such land and structures for histor-
ic preservation and public use, in the Plan Project
Area as may be determined by the governing body of
the Con~.~unity Redevelopment Agency to be reasonable
and necessary from time to time.
H. Acquisition of land and construction or acquisition
of structures for fire services facilities in the
Project Area. ~-
I. Transportation facilities.
J. The public improvements described in the Project
Report for the Town Center Area, a copy of which
is attached as Appendix B, and is hereby incorpor-
ated herein by this reference.
PASSED ~uND ADOPTED at a regular meeting of the Planning
Commission of the City of Tustin, California, held on the 8th day
of November, 1976.
