A RESOLUTION OF THE PLANNING COMMISSION OF TItE CITY
OF TUSTIN RECOM~4ENDING AMENDNENT TO TIlE LAND USE
ELEMENT OF 'I't{E GENF. RAL PLAN RELATIVE TO T[IE 3 ACRE
PARCEL OF LAND AT THE SOUTHEAST COP~NER OF ~tAIN AND
WILLIAMS.
The Planning Commission of the City of Tustin does hereby
resolve as follows:
1. The Planning Commission' finds and determines as follo~s
--
a. That Section 65356.1 of the Government Code of the
State of California provides that when it is deemed
to be in the public interest, the legislative body
may amend a part of the General Plan.
That in accordance with Section 65356 of the
Government Code of the State of California, a publi
hearing was duly advertised and held. on Sepkember
13, 1976 on the application of covington Brothers
to consider General Plan Amendment 76-2 (A) to
reclassify the 3.0 acre parcel at the southeast
corner of Main and Williams from Commercial to
Multi-family residential use.. The hearing was
continued until October 26, 1976.
b. That an Environmental Impact Report for the re-
quested change was prepared and recommended by ~
Planning Commission on September 13, 1976 to th~
City Council for certification.

c. That the highest and best use of the property would
be mixed residential and comxnercial planned communi-
ty with a density not to exceed 10 dwelling units
per acre of residential use.
d. That the change in classification would be in the
public interest and not detrimental to the welfare
of the. public or the surrounding property owners.
2. The Planning Commission hereby recommends to the City
Council approval of General Plan Amendment 76-2 (A),
amending the Land Use Element ~to reclassify the 3.0
acre parcel of land at the southeast corner of ~4ain and
Williams from Commercial to Planned Community with
mixed Commercial and Residential use with the following
condition: .
a. That the density of the residential development
be not more than 10 dwelling units per acre

OF TUSTIN RECOMMENDING AGAINST AN AMENDMENT TO TtIE
LAND USE ELEMENT OF TIIE GENERAL PI,AN (A~..!ENDMENT
76-2 (F)) RELATIVE TO AN AREA OF LAND ON THE NORTH
SIDE OF 2ND STREET BETWEEN PACIFIC AND "A" STREETS
The Planning Commission of the City of Tustin does hereby
resolve as follows:
1. The Planning Commission finds and determines as follows

b. That an Environmental Impact Report for the re-
quested change was prepared and recommended by the
Planning Commission on September 13, 1976 to the
City Council for certification.
c. Th'at the proposed development plan submitted in
connection with this request for a change in classz
fication did not indicate sufficiently limited
density and quality of development to assure pre-
servation of the character of the adjoining area
consistent with the goals and objectives of the
City.
d. That based on the potential for development, the
proposed change in classification would not be in
the public interest and might be detrimental to
the welfare of the public or surrounding property
owners.
2. The Planning Commission hereby recommends to the City
Council denial of General Plan Amendment 76-2 (F) to
amend the Land Use Element to reclassify the area of
land on the north side of Second Street between "A"
Street and Pacific Street. The Planning Commission
further recommends that the.proper'~y remain in a single
family classification until such time as a development
proposal is submitted that assures the preservation of
the character of the adjoining area and said plan is
consistent with the City with limited density and
quality development.
