The Planning Co_~~n.ission of the City. of Tustin does hereby resolve as follows: 1. The Planning Com.Tuission finds and determines as follows a. ~ That the City of Tustin conducted a study of •~the To*~n Center area in 19 6 8 , using the consultant services of Development Research Assoc? ates for preparing an economic feasibility market analysis which was presented to the Tustin Vow and Tomorrow Committee, and findings ._...., and reco~:~-~er_dations of this project were for i the redevelopment of the Town Center Area. b. That the Planning Commission in August, 1974 did reco~< tend to the City Council the formation of a Redevelopment Agency for the restoration of the El Camino Real Area and the elimination of existing or potential blight, with said recommendation taken under adviser~lent by the • City Council. c. That the City Council, pursuant to the 1975 Housing and Community Development Act did contract with Wallace, McHarg,.Roberts and Todd-and Alfred.Gobar Associates in 1975 to • ~/~ conduct an E 1 Camino Real Design. and Economi c Feasibility Study. d. That the aforedescribed design study was. submitted to a Citizen's Committee comprised of merchants and property owners within the El Camino Real project area, which. did recommend to the City Council the adoption and implementation of the design study and redevelopment project on August 16,_1976. e. That the City Council on September 7, 1976; ~~ did request the Planning Commission to proceed with the selection of the study and project area. f. That the City Council on September 20, 1976, . did direct that the staff and agencies of the City of Tustin proceed with the formulation of a redevelopment agency pursuant. to the requirements and procedures of Section 33,000, et. seq. of the Health and Safety Code of the State of California. g. That the Planning Commission has. reviewed the study .area, as defined by Exhibit A and does recom-nend that the project area boundaries be conterminous with the study area boundaries. 2. The Planning Commission further finds and determines . that the following requirements of the California Redevelopment Act, ~ Sec. 33300, et. seq. ) -are hereby satisfied: v2_ ~/~' a, That the City of Tustin has a du?y authorized and appointed ?lanninq Commission.- b. That the City of Tustin has duly adopted a _.-.. General Plan pursuant to all of the. require-~ ' ments prescribed by Section. 65302 of the Government Code. c. That the City of Tustin has created a Relocation Assistance Agency for the assistance of any persons displaced by governmental action. d. That the Planning Commission recommends that the City Council by resolution, designate the survey area as depicted by Exhibit A, and find on the basis of the Town Center Studies and subseq=cent report by ~~allace, McHarg, Roberts and Toad, that the subject area ..._. requires study for the. purpose of determining ~ the feasibility of redevelopment projects within said area, and .that the findings and consultant report substantiate the economic feasibility and necessity of redevelopment projects for the elimination of blight.. 3. The Planning Commission further recommends that .the City Coun cil make, affirta and ratify -the findings set forth in para graph 2 above and by Ordinance, pursuant to Section 33200 of the Health and Safety Code of. the State of California, d eclare itself to b.e the Redevelopment Agency for the City of Tustin ar_d that the creation of a. Redevelopment -3- ~/ Agency for the City of Tustin will serve the public interest. and promote tha public safety and ;~resfare cf the community in the elimination and protection against blight.
