HomeMy WebLinkAboutPC RES 1535 6 8 9 10 14 15 16 ~0 · ~ ~5 ~6 ~8 ~9 ~0 RESOLUTION NO. 1535 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TUSTIN RECOMMENDING TO THE CITY COUNCIL THE AMENDMENT OF THE CIRCULATION ELEMENT OF THE GENERAL PLAN AND AN AMENDMENT TO THE MASTER PLAN OF ARTERIAL HIGHWAYS FOR THE COUNTY OF ORANGE The Planning Commission of the City of Tustin does hereby resolve as follows? 1. The Planning Commission finds and determines as follows: · a. That the Master Plan of Arterial Highways of Orange County, as the Circulation Element of the Tustin Area General Plan, designates Irvine Boulevard as a Major Arterial Highway for that portion between · Newport Avenue and the westerly City boundary at the Newport Freeway, and for other areas in Tustin's Sphere of Influence; b. That subject street is presently developed to standards of a Primary Arterial with developments ~ of a unique professional office building ck~racter which is not conducive nor compatible to high traffic volume; c. . That the Board of Supervisors of Orange County in the adoption of Alternative 5 of the Southeast County Circulation Study did by default relegate to Irvine Boulevard the status of the major east- west traffic artery between the Newport Freeway and the North E1 Toro area with traffic projections from a current 17,000 average daily traffic volume count to more than 60,'000 vehicle traffic volume; d. That the Planning Co~%missi~n, on the motiOn of the city council, has advertised and conducted a public hearing for the purpose of amending the Master Plan of Arterial Highways and the Circulation Element of the General Plan to change the status, of Irvine Boulevard from the indicated Major Arterial to a Primary Arterial status with an advertised public hearing held on August 23, 1976; and e. That the proposed amendment is categorically exempt from the requirements of an Environmental Impact Report pursu~-~t to Section 15101 of the State Guidelines as Class 1: Existing Facilities. 2. The Planning Commission hereby recommends to the City Council the amendment of the circulation Element and the Master Plan of Arterial Highways of the County of Orange to change from the designation of Major Arterial to Primary Arterial for such portions of Irvine Blvd. within the Sphere .of Influence of the City of Tustin.
