TUSTIN PLANNING COMMISSION
MARCH 27, 2012
CALL TO ORDER: 7:00 p.m.

PUBLIC CONCERNS: (Limited to 3 minutes per person for items not on the agenda)
At this time members of the public may address the Commission regarding any
items not on the agenda and within the subject matter jurisdiction of the
Commission (NO action can be taken on off-agenda items unless authorized by
law). If you wish to address the Commission on any matter, please fill out one of
the forms located at the speaker’s table so that your remarks within the recording
of the meeting can be attributed to you. Completion of this form is not mandatory,
but accurately provides your information for the record.
CONSENT CALENDAR:
All matters listed under the Consent Calendar are considered routine and will be
enacted by one motion. There will be no separate discussion of these items prior
to the time of the voting on the motion unless members of the Commission, staff,
or public request specific items to be discussed and/or removed from the
Consent Calendar for separate action.
1. APPROVAL OF MINUTES – MARCH 13, 2012, PLANNING COMMISSION.
RECOMMENDATION:
That the Planning Commission approve the minutes of the March 13, 2012,
meeting as provided.
Any writings or documents provided to a majority of the Planning Commission regarding any item on this
agenda will be made available for public inspection in the Community Development Department located at
300 Centennial Way, Tustin, California, during normal business hours.
In compliance with the Americans With Disabilities Act, if you need special assistance to participate
in this meeting, please contact the office of the City Clerk at (714) 573-3025. Notification 72 hours
prior to the meeting will enable the City to make reasonable arrangements to assure accessibility to
this meeting.

PUBLIC HEARINGS:

REGULAR BUSINESS:
2. DESIGN REVIEW 2011-006 (195 EL CAMINO REAL).
Mr. Guillermo Del Rio is proposing to construct a new, 3,462 sq. ft., two-story
commercial building located at 195 El Camino Real. Section 9272 of the Tustin
City Code requires Design Review approval prior to the issuance of any
building permit for a new structure.

ENVIRONMENTAL:
The project is determined to be categorically exempt from Section 15303, Class 3
New Construction or Conversion of Small Structures, of the California
Environmental Quality Act. The Class 3 exemption includes, in urbanized areas,
up to four commercial buildings not exceeding 10,000 square feet in floor area on
sites zoned for such use, if not involving significant amounts of hazardous
substances where all necessary public services and facilities are available and
the surrounding area is not environmentally sensitive.
RECOMMENDATION:
1. Resolution No. 4194 is provided for Planning Commission approval of DR
2011-006; or
2. If the Planning Commission concludes that the proposed Classic Moderne
element of the proposed design is not compatible with the Old Town
Commercial District, the item should be continued until such time that the
applicant’s architect has resubmitted a revised proposal for Commission
consideration.
