TO THE CITY CO~T~ICIL THE AN~TEXATIO~T OF THE US '_~RINE _
COR~~'S AIR STATION (H) TO THE CITY OF TUSTI`I --Y
ti•iHEREAS, ~ the goals for the City of Tustin, as initiated r;
the Tustin Now and Tomorrow Citizen's Advisory Cor~mitLSe and
adopter? by the Planning Commission of the Cittt of Tustin, have
identified the riarine Corps Air Station (H) . as an 'integral vast
of the Community on the basis of physical, economZC, ~-~d social
interrelationships, and
WHEREAS, the Marine Corps Air Station (H) is e substantial
portion of the Tustin area General Plan and within tha Sphere of
Influence of the City of Tustin, and
. ~JHEREAS, the subject , of annexation of the '~fiCAS (H) to th~r~.
City of .Tustin has been a matter of dispute among competing go;r;
mental agencies for more than .nine years , causing a c~~aste o f v ~1~.
resources and endeavors to;vard the resolution of a j u_~~isdictio::a'
problem, and
. WHEREAS, the Local Agency Formation ~Commissio~ on January
28 , ~19 76 did determine that the annexation of the ?~iar3 ne Corps Air
.Station (H) to the City of Tustin would be a logical extension of
!the incorporated .limits of the City of Tustin, and
! ~ Tr~iEREAS, the annexation of the ~~Iarine Corps; A??' Station (Fi
to the City of Tustin would provide the City with the opportunit~~
to provide services, coordinate governmental activities, and pla:
for the physical facilities and utilities to include_"lood contrc..~.
measures, arterial highways; and ultimate land use, and
WHEREAS, it is the policy of the. Commission and Citv Counci'~
to protect the mission of the US Marine Corps Air Station (H) at
lthis facility against conflicting land uses and pressures of
lurbanization, and
WHEREAS, the City Council of Tustin has ini tinted annex-
ation proceedings and by Resolution No . 75 -16 has scheduled a .
hearing for- riarch 2 5 , 19 76 to provide an opportunity or oropertt:~
~Ilowners within said annexation area 71-B to present thair position..:,
23 NO`~T THEREFORE BE IT RESOLVED that the Planning Commission.
finds and determines -that the proposed annexation action is granted ~
24 a Negative Environmental Impact status on the basis of no change
in the physi-cal facilities of the air station resulting from the
25 change in political jurisdiction, and
26 BE IT FURTHER RESOL~TED that the Planning Comr.•~ssion record-
' mends to the City Council the annexation of the United States
2? Marine Corps Air Station (H) to the City of Tustin pursuant to,
