SUBJECT: AWARD CONTRACT FOR THE ANNUAL ROADWAY REHABILITATION AND
CITYWIDE SIDEWALK REPAIR PROJECT CIP NO. 70001 AND THE RED HILL
AVENUE REHABILITATION PROJECT BETWEEN VALENCIA AVENUE AND
EDINGER AVENUE CIP NO. 70212, INCORPORATING THE ORANGE
COUNTY SANITATION' DISTRICT GISLER —RED HILL SEWER SYSTEM
IMPROVEMENTS
SUMMARY
Staff is requesting that the City Council award a construction contract to the lowest
responsive /responsible bidder for the Annual Roadway Rehabilitation and Citywide Sidewalk
Repair Project CIP No. 70001 and the Red Hill Avenue Rehabilitation Project between Valencia
Avenue and Edinger Avenue CIP No. 70212, which includes the Orange County Sanitation District
(OCSD) Gisler —Red Hill Sewer System Improvements.
RECOMMENDATION
It is recommended that the City Council award a construction contract to the lowest
responsive /responsible bidder, R.J. Noble Company, in the amount of $1,599,335.83, for the
Annual Roadway Rehabilitation and Citywide Sidewalk Repair Project CIP No. 70001 and the Red
Hill Avenue Rehabilitation Project between Valencia Avenue and Edinger Avenue CIP No. 70212,
incorporating the Orange County Sanitation District Gisler —Red Hill System Improvements, Reach
B, Contract No. 7 -37 and authorize the Mayor and the City Clerk to execute the contract
documents on behalf of the City.
FISCAL IMPACT
Sufficient funds have been budgeted and appropriated in the Fiscal Year 2011 -2012 Capital
Improvement Program Budget. CIP No. 70001 is part of the City's on -going Maintenance of Effort
(MOE) obligation to maintain eligibility for Renewed Measure M (M2) funding.
Work by the City on the OCSD Gisler -Red Hill System Improvements is valued at approximately
$46,000 and is subject to reimbursement to the City by the OCSD via Amendment No. 1 to an
existing Reimbursement Agreement which was approved by the City Council on February 7, 2012..
DISCUSSION
The Annual Roadway Rehabilitation and Citywide Sidewalk Repair CIP No. 70001 for Fiscal Year
2011 -2012 includes repair of sidewalks at various locations throughout the City, as well as asphalt
concrete pavement repair, asphalt concrete overlay, slurry sealing, and traffic striping on various
streets within Zone 7 of the City's Pavement Management Program. Zone 7 is generally bounded
by Edinger Avenue to the north, Tustin Ranch Road to the east, Barranca Parkway/Warner Avenue
to the south, and the west city boundary. Within this zone Valencia Avenue will be rehabilitated

between Newport Avenue and its terminus at the SR 55 Freeway, including full road reconstruction
at an abandoned railroad spur. This year's work also includes localized pavement repairs and
slurry sealing on Main Street from Newport Avenue to the SR -55 Freeway; bridge deck repairs on
the Jamboree Road overcrossing of Edinger Avenue; minor pavement repairs and slurry sealing
within several City parks; and asphalt overlays of the City Hall and Senior Center parking lots.
As with CIP No. 70001, the Red Hill Avenue Rehabilitation Project between Valencia Avenue and
Edinger Avenue CIP No. 70212 consists of asphalt concrete pavement repairs, slurry sealing,
concrete curb and sidewalk repairs, and traffic striping. Due to the proximity and similar nature of
work, the Red Hill Avenue project was bid concurrently with CIP No. 70001.
In order to minimize traffic impacts on Red Hill Avenue that would otherwise result from two
separate projects, work on CIP No. 70212 includes rehabilitation of six sewer manholes as shown
on plans for the OCSD Gisler —Red Hill System, Reach B, Contract No. 7 -37. The plans and
specifications for this project were prepared by the OCSD and were incorporated into the City's bid
package.
Formal bids were publicly opened on March 20, 2012 and reviewed by Public Works. Six (6) bids
were received and are summarized below by order of least dollar amount:

Staff has reviewed the references and the State Contractor's License for R.J. Noble Company and
has determined that they are appropriate for the subject project.
