STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: ADOPT RESOLUTION NO. 12 -29 TO ACCEPT IMPROVEMENTS FOR THE MITCHELL AVENUE STORM DRAIN PROJECT CIP 50035 AND AUTHORIZE THE CITY ENGINEER TO FILE A NOTICE OF COMPLETION SUMMARY Construction of the Mitchell Avenue Storm Drain CIP 50035 has been completed to the satisfaction of the City Engineer and is now ready for City Council acceptance. RECOMMENDATION It is recommended that the City Council take the following actions: 1. Adopt Resolution No. 12 -29 accepting the construction of the Mitchell Avenue Storm Drain CIP 50035; and 2. Authorize the City Engineer to execute and file the Notice of Completion with the Orange County Recorder's Office. FISCAL IMPACT The final construction cost for the Mitchell Avenue Storm Drain CIP 50035 is $791,512, including authorized contract change orders in the amount of $44,099 or 5.6 %. The project was completed within the approved Fiscal Year 2011 -2012 Capital Improvement Program Budget and was primarily funded from by City's Community Development Block Grant (CDBG) Program. Items of work related to the safety improvements at the Mitchell Avenue /Utt Drive intersection were funded with the State Safe Routes to Schools (SR2S) grant for CIP 40073 in the amount of $70,858. DISCUSSION This project covered the segment of Mitchell Avenue between Newport Avenue and Red Hill Avenue and consisted of lining the existing corrugated metal pipe arch (CMPA) storm drain located in the northerly parkway with cured in place pipe (CIPP); connection of existing storm drain laterals; removal of existing concrete cross - gutters and installation of new catch basins at various street intersections; installation of curb ramps at intersections to be in compliance with current federal Americans with Disabilities Act (ADA) requirements; modifications to existing water mains in conflict with the proposed storm drain improvements; replacement of striping and pavement markings; and adjustment of manhole rims and valve boxes to grade. In order to minimize the impact of construction activities on the Beswick Elementary School and adjacent residences, construction of the project was completed in conjunction with the Mitchell Avenue /Utt Drive Pedestrian Enhancements Project CIP 40073. Certain items of work, including replacement of curb ramps, removal of cross - gutter, and paving at the Mitchell Avenue /Utt Drive intersection were eligible to be paid for with the State Safe Routes to Schools (SR2S) grant for CIP 40073 and were charged to that project. Public Works /City Engineer Attachment 1: Resolution No. 12 -29 Attachment 2: Location Exhibit S: \City Council Items\2012 Council Items \NOC Mitchell Ave Storm Drain (CIP 50035).docx ATTACHMENT 1 RESOLUTION NO. 12 -29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA, ACCEPTING THE WORKS OF IMPROVEMENT AND AUTHORIZING THE RECORDATION OF THE NOTICE OF COMPLETION FOR THE MITCHELL AVENUE STORM DRAIN BETWEEN NEWPORT AVENUE AND RED HILL AVENUE CIP NO. 50035 WHEREAS, GCI Construction, Inc., having a contract with the City of Tustin to construct the hereinafter described public works and improvement; and WHEREAS, the City Engineer has duly certified to the construction and completion of said public improvement hereinafter mentioned in a manner satisfactory to the City Council of the City of Tustin; and WHEREAS, the City Council finds that said contractor has completed said public improvement hereinafter more particularly described in accordance with the provisions of the contract documents and the Notice of Completion, and acceptance of said public works and improvement should be filed and payment of the balance due said contract authorized in accordance with the contract documents; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Tustin that said public works and improvement is found to be complete, and the same is hereby accepted. Said public works and improvement is more particularly described as follows: Mitchell Avenue Storm Drain between Newport Avenue and Red Hill Avenue CIP No. 50035 BE IT FURTHER RESOLVED that the City Engineer of the City of Tustin is hereby authorized to execute and file a Notice of Completion for the acceptance of said public works and improvement described herein as required by law.
