STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROVE SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT FOR BIDS FOR THE ANNUAL CITYWIDE STRIPING AND PAVEMENT MARKINGS PROGRAM CIP NO. 70001 SUMMARY The specifications for the Annual Citywide Striping and Pavement Markings Program CIP No. 70001 have been prepared and are ready to be bid. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 12 -28 approving the specifications for the Annual Citywide Striping and Pavement Markings Program CIP No. 70001 for Fiscal Years 2012 -2013 through 2016 -2017, and authorize the City Clerk to advertise to receive bids. FISCAL IMPACT Anticipated costs for these services will be requested in the Fiscal Year 2012 -2013 Capital Improvement Program (CIP) Budget under the Annual Roadway and Public Infrastructure Maintenance Program CIP No. 70001. DISCUSSION AND BACKGROUND The Citywide Striping and Pavement Marking Program is an annual program that provides for the repainting of existing striping and pavement markings on public streets and parking lots, and also the installation and /or removal of signage, striping and pavement markings as may be needed. Repainting of City streets and parking lots is performed on a case -by- case basis as determined by field conditions. The current contract is a multi -year contract that will expire on June 30, 2012, and the contract must be re -bid at this time. The initial annual term of the proposed contract is from July 1, 2012 to June 30, 2013 and will be contingent upon City Council approval of the Fiscal Year 2012 -2013 Capital Improvement Program Budget. Additional annual contract extensions may be granted at the City's sole discretion for a total of four additional years based upon satisfactory performance by the contractor. Upon request from the contractor, the contract prices may be adjusted annually based upon the Consumer Price Index (CPI). Attachment: Resolution No. 12 -28 er S: \City Council Items\2012 Council Items\Approve Specifications for Annual Striping and Pavement Markings Program (CIP No. 70001).docx RESOLUTION NO. 12 -28 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING SPECIFICATIONS FOR THE ANNUAL CITYWIDE STRIPING AND PAVEMENT MARKINGS PROGRAM CIP NO. 70001 FOR FISCAL YEARS 2012/2013 THROUGH 2016/2017, AND AUTHORIZING ADVERTISMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to maintain existing striping and pavement markings in an acceptable condition and implement new signing, striping and pavement markings as needed at various locations within the City; and WHEREAS, the City Engineer has presented specifications for the implementation of said work; and WHEREAS, restriping of 'streets is Statutorily Exempt under the California Environmental Quality Act (CEQA), Article 18, Section 15282 Q); NOW, THEREFORE, BE IT RESOLVED that the specifications presented by the City Engineer are hereby approved as the specifications for: Annual Citywide Striping and Pavement Markings Program CIP No. 70001 for Fiscal Years 2012/2013 through 2016/2017 BE IT FURTHER` RESOLVED that the City Clerk is herby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for performing the work specified in the aforesaid specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 3`d day of April 2012.
