SUBJECT: AWARD OF BID FOR THE COLUMBUS TUSTIN PARK PLAYGROUND
RENOVATION (CIP NO. 20067)
SUMMARY:
The bid opening for the Columbus Tustin Park Playground Renovation project was held
on March 13, 2012. The Columbus Tustin Park Playground Renovation was identified
as a priority by the Community Services Commission as Tustin's first "universally
accessible" playground.
RECOMMENDATION:
1. It is recommended that City Council award the construction contract Base Bid in
the amount of $139,970.00 and the Alternate Bid Item Number 1 in the amount of
$21,060.00 for a total contract price of $161,030.00 to Fleming Environmental of
Fullerton, California, subject to the approval of contract requirements by the City
Attorney and final execution.
2. Approve an supplemental appropriation of $16,030.00 from the Park
Development fund.
FISCAL IMPACT:
The replacement of the playground at Columbus Tustin Park is in the 2011 -2012 Capital
Improvement Program budget as a Park Development funded project. The budgeted
amount for this project, including the cost of equipment and installation, is $145,000.
With the addition of the rubber play surfacing in the alternate bid item, the total for the
project will be $161,030.00 which is $16,030.00 over the current allocation.
BACKGROUND:
The scope of work includes the replacement of the twenty year old playground at
Columbus Tustin Park (17522 Beneta Way). The work to be completed consists of
demolition and removal of existing -play equipment, installation of new playground
equipment, curbing, entry ramp, and an ADA concrete entry berm.
The playground design for this project will make it "universally accessible" to all children
regardless of ability. Staff has consulted with the playground manufacturer (Gametime)
as well as representatives from the Blind Children's Learning Center to make sure the
design would meet the needs of a wide spectrum of children with limited abilities. This
will be Tustin's first playground of this kind.
While most of the playground surfacing will be engineered wood fiber, Alternate Bid
Item Number 1 provides for 810 square feet of rubber surfacing. This addition was
made on the advice of the Blind Children's Learning Center representative in order to
make the playground more easily accessible as well as provide an additional tactile
sensory element.
SUMMARY:
Sealed bids were opened on March 13, 2012. The six (6) bids were as follows:

Reference checks of the contractor, review of the bid documents, and a determination
that the contractor possesses a valid contractor's license have been completed. The
Risk Manager will complete a review of the required bonds and insurance certificates
and the City Attorney will review the contract. Construction is scheduled to begin in
May and the prpject should be completed by June.
