CITY OF TUSTIN WAITING ON ONE PARCEL OF EIGHT TO BEGIN LIBRARY
EXPANSION
TUSTIN, Calif. — Since April of 2001, the City of Tustin has been working on
acquiring land surrounding the current library to accommodate the planned Tustin Library
expansion. In that time they have successfully worked with seven other properties to
relocate homes and businesses. Seven of the eight parcels were relocated in 2004 and
2005 and included a senior nursing home.
'The City of Tustin has worked in good faith to accommodate the need for the
expansion of the library, and has worked diligently to solve the problems of each tenant so
that the process was beneficial to both the tenant and the City. In addition to a relocation
specialist, the City paid fair market value for each parcel and helped each tenant with
relocation costs," said City Manager Bill Huston. "Because the library is a facility that will
benefit the entire community, especially school aged children, we wanted to work with both
the affected tenants and the community as a whole in a fair and equitable manner. I feel
that we have achieved this."
The one business left to relocate is Cathy's Kids, located at 305 E. Main Street.
Cathy's Kids was made aware of the City's intention by the then owner of the building in
2002, and was notified in April 2004 in both in writing and person that Cathy's Kids would
have to relocated because of the library project. Later that month, the City's relocation firm,
Overland, Pacific & Cutler (OPC) contacted Cathy's Kids to create a relocation plan.
Since that time, OPC has presented at least five additional properties for relocation.
Each were denied by Cathy's Kids.

In addition to providing relocation consultant to assist Cathy's Kids, the City has
provided numerous communications with Cathy's Kids regarding deadlines and
schedules for moving forward.
Cathy's Kids were required to vacate their site on April 14. This requirement
comes after a 90 day notice to vacate was issued on January of 2006. Prior to the 90
day notice, Cathy's Kids was notified of the impending move in excess of 25 times in the
five years preceding April 14.
