RESOLUTION NO. 1446
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN RECOMMENDING THE SYCAMORE-RED HILL ANNEXATION NO.
85 TO THE CITY OF TUSTIN
The Planning Commission of the City of Tustin does hereby
resolve as follows:
1. The Planning Commission finds and determines:
a)
That the City of Tustin did on its own action,
file an annexation request with the Local Agency
Formation Commission for the annexation of
approximately 10 acres of inhabited area located
on the northwest side of Red Hill Avenue on the
northeast side of Sycamore Avenue in the south
Tustin area.
b)
c)
That the Local Agency Formation Commission on
March 26, 1975 did approve the proposed annexation
or[ the basis of a logical extension of the City
of Tustin incorporated limits.
That a negative declaration was filed and apprOved
pursuant to the California Environmental Quality
Act of 1970.
d)
That t_he proposed annexation area is occupied by.
24 fourpl~x condominium structures with 96 housi
units within the Orange County R-4-6000 (PD-4000,
District.
e)
That the subject annexation will impose a burden.
upon the City of Tustin for the improvement of
abutting Sycamore and Red Hill Avenue at an
estimated cost of $16,000.00.
f)
That the improvement of Sycamore Avenue to
arterial highway standards would cost the City
an additional $47,000 in 1975 gas tax revenue
dollars.
g)
That the revenue to the City of Tustin resulting
from the annexation is estimated at $4,800 per
year in State subventions based upon population
and $5,800 per year in property taxes, at
1974-75 tax rates.
h)
That the subject area is an island, surrounded
on all sides by the incorporated limits of the
City of Tustin and is an integrated part of the
total community.
i)
That the area is entitled to the benefits of
urbanized service of Fire, Police, Engineering,
Recreation, and general government, with the
right ~6 participateahd vote in the affairs of
the community. ~

The Planning Commission hereby recommends to the
City Council the scheduling of an election and an
opportunity for the residents of the Red Hill-
Sycamore annexation area to become a part of the
City of Tustin.
PASSED AND ADOPTED at a regular meeting of the Planning
Commission, held on the 27th day of May, 1975.
