RESOLUTION NO. 1429
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN GRANTING A USE PERMIT ON APPLICATION NO.
U.P. 75-3, of the Southern California Institute.
The Planning Commission of the City of Tustin does hereby
esolve as follows:
1. The Planning Commission finds and determines as follows:
a. That a proper application No. 75-3 was filed by
Ravmond Kemp on behalf of the Southern California
InStitute for a Use Permit to authorize the location
and operation of a private Liberal Arts College and
appurtenant uses for the property located on the
northwest corner of Irvin~ B~ulevard and Red Hill
Avenue, more particularly described as 1451 Irvine
Boulevard, Tustin.
b. That a public hearing was duly called, no%iced and
held on said application;
c. That establishment, maintenance and operation of
the use applied for will not, under the circumstances
of this case, be detrimental to the health, safety,
morals, comfort or general welfare of the persons
residing or workinq in the neighborhood of such
proposed use, evidenced by the following findings:
1) The school will be located within an existing
building complex.
2) Subject site is located at the intersection of
primary and secondary highway.
3) As stated in the application, no housing of
students, nor meal~ are to be provided.
d. That the establishment, maintenance and operation
of the use applied for will not be injurious or
detrimental ~o the property and improvements in the
heiqhborhood of the subject property, nor to the
general welfare of the City of Tustin, and should
be granted.
e~ That a request for exemption from the Environmental
Impact Re~ort procedures has been filed and approved.
2. The-Planning Commission hereb~r grants a Use Permit, as
pplied for, to authorize the location and operation of a private
beral Arts College and a~purtenant uses in an existing office · utilizing ~,000 s~uare feet of floor area subject to
following conditions:

1)
That parking shall be provided on the ratio of one
parking space for each faculty member, administrator,
supervisor and employee, with one parking space for
each one and one-half students in attendance during
the most heavily used time period, with a designation
and segregation of parking spaces by category of
occupancy with Institute parking not to infringe upon
parking ratio of professional uses of 1:300.

That the use of the property by the Southern California
Institute shall be limited exclusively to that as
requested and authorized by this permit, and that any.
other use shall require the specific approval of the
Planning Commission pursuant to the procedures for an
amendment to a Use Permit.

That any signing shall be in conformance with the
Professional District signing requirements, and in
conformance to the previously adopted master sign
plan on file for the complex.
That expansion of the school use within the existing
buildings is permitted subject to compliance with the
conditions listed herein.
PASSED AND ADOPTED at a regular meeting of the Planning
Commission, held on the 10th day of February, 1975.
