RESOLUTION NO. 1428
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TUSTIN REPORTING ON THE DISPOSITION AND/OR DEVELOPMENT
OF THE VACATED CITY HALL PROPERTY
The Planning Commission of the City of Tustin does hereby
resolve:
WHEREAS, Section 65402(a) of the State of California
Planning and Zoning Act requires the Planning Commission to
report to the City Council as to conformity with the adopted
general plan prior to the acquisition or disposal of property,
and
WHEREAS, the City Council, by adoption of the FY 74-75
Budget did indicate the intent to dispose of a portion of the
vacated City Hall property consisting of 22,800 sq. ft. bounded
by Second and "C" Streets.
NOW THEREFORE BE IS RESOLVED that the Planning Commission
finds and determines that the disposal of the vacated City Hall,
property at Second and "C" Streets is not in conflict with the
Tustin Area General Plan.
The Planning Commission further finds and determines
that:
1. The Tustin Now and Tomorrow Committee, Parks and
Recreation Commission, Chamber of Commerce,
Bicentennial Commission, Business OrganiZations,
and property owners recommend that the property be
retained in public ownership and developed to
accommodate various uses and activities.
2. The area of city owned property is within the
E1 Camino Real Specific Plan, as adopted by the
City Council for the purpose of encouraging the
physical development of a village commercial
environment.
3. Design and economic feasibility studies for the
development of subject area are within the scope
of eligibility for the expenditure of grant
allocations of the Housing and Community Development
Act of 1974.
NOW THEREFORE BE IT FURTHER RESOLVED that, if the City
Council is able to retain subject property in public ownership
without undue financial constraints, the Commission recommends
to the City Council the consideration of an economic study
to determine the feasibility of creating a village market
center, a conceptual plan for the redevelopment of the Town
Center commercial area, and a precise plan for the use and
development of the area bounded by E1 Camino Real, "C" Street,
2nd and 3rd Streets.
