HomeMy WebLinkAboutPC RES 1425 1 2 $ 4 6 7 8 9 10 11 12 14 15 16 17 18 19 20 21 22 2~ 24 25 26 27 ~0 $1 ~2 RESOLUTION NO. 1425 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF OF TUSTIN RECOMMENDING TO THE CITY COUNCIL APPROVAL OF THE NEWPORT AVENUE AMENDMENT TO THE SPECIFIC PLAN OF BICYCLE TRAILS AND WAYS The Planning Commission of the City of Tustin does hereby resolve as follows: 1. The Planning Commission finds and determines as follows: a) That a Specific Plan of Bike Trails and Ways for the City of Tustin was properly initiated by the Planning Commission and adopted by the City Council. b) That the Bicycle Recreation Safety Act of 1971 provides that special consideration shall be given to the inclusion of bicycle paths or routes to serve schools. c) That the County of Orange has approved and scheduled the construction of a segment of the Master Plan of Bikeways on the alignment of the Southern Pacific Right of Way from Santiago Creek to Irvine Blvd. d) That the extension of the proposed Southern Pacific RR Bikepath southerly from Irvine Blvd. along the limits of Newport Avenue would be a logical extension of route alignment to provide a convenient and safe route serving the schools' in the City of Tustin. e) f) That a Newport Avenue street improvement project is proposed whereby the construction of an off- street bike path would be feasible within the project limits for unimproved right of way, particularly between Irvine Blvd. and McFadden.~.~.. That a public hearing was held on January 13' 1975 for the purpose of considering a proposed amendment to the Specific Plan of Bicycle Trails and Ways to add Newport Avenue as a major bike route. g) That the proposed amendment to the Specific Plan of Bicycle Trails and Ways is categorically exempt from the requirements of an Environmental Impact Report, being a part of the underlying Newport Avenue Improvement Project. · The Planning Commission hereby recommends to the City Council the adoption of the proposed amendment to the Specific Plan of Bicycle Trails and Ways to include Newport Avenue. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 3. The Planning Commission further recommends that the proposed amendment be added to the Orange County Master Plan of Arterial Bikeways and with the bike path to be extended to Edinger Avenue and the Flood Control Channel to connect with the County.
