PARKS AND RECREATION s i s- SUBJECT: APPROVAL OF PLANS & SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR TUSTIN SPORTS PARK BASEBALL DIAMOND #2 RENOVATION (CIP No. 20060) SUMMARY: This project includes improvements to the infield playing surface, infield irrigation, dugout structures, backstop, and pitcher's mound. RECOMMENDATION: Staff recommends that the City Council approve Resolution No. 12 -36, approving plans and specifications for the renovation of Tustin Sports Park Baseball Diamond #2 (CIP No. 20060) and authorizing the City Clerk to advertise for bids. FISCAL IMPACT: Renovation of Tustin Sports Park Baseball Diamond #2 is included in the Capital Improvement Program (CIP) for Fiscal Year 2011 -2012. Adequate funds are available in Park Development Fund 131 for the baseball diamond renovation. Total estimated cost for the project is $180,000. ENVIRONMENTAL: This project is Categorically Exempt pursuant to Section 15301 (Class 1) of the California Environmental Quality Act (CEQA). BACKGROUND: The Community Services Commission has identified the renovation of the Tustin Sports Park Baseball Diamond #2 as a priority during FY2011 -2012 Capital Improvement Program (CIP). Tustin Sports Park Baseball Diamond #2 serves local baseball programs comprised primarily of players 13 years and older. Since Tustin Sports Park #2 is the only park facility capable of hosting players of this age group, it is impacted by high use on a year -round basis and is in need of renovation. The renovation of the Tustin Sports Park Baseball Diamond #2 will improve playing conditions for the area youth baseball players. Improvements will include: infield and pitching mound upgrades, perimeter turf and irrigation enhancements, new shaded dugout structures, and backstop and fencing refinements. WHEREAS, it is the intention of the City of Tustin to renovate the ballfields at Tustin Sports Park; and WHEREAS, the Parks and Recreation Services Department has presented plans and specifications for the construction of said works; and NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the Parks and Recreation Services Department are hereby approved as the plans and specifications for; Tustin Sports Park Baseball Diamond #2 Renovation; BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt and sealed bids or proposals for the completion of work specified in the aforesaid plans and specifications; PASSED AND ADOPTED by the City Council of the City of Tustin at a regular meeting held on the 17th day of April 2012. .
