SUBJECT: AWARD CONTRACT FOR THE TRAFFIC SIGNAL BATTERY BACKUP
SYSTEM INSTALLATIONS — PHASE 1 CIP NO. 40079 AND THE TRAFFIC
SIGNAL CONTROLLER EQUIPMENT UPGRADES /REPLACEMENTS — PHASE
1 CIP NO. 40080
SUMMARY
Staff is requesting that the City Council award a construction contract to the lowest
responsive /responsible bidder for the traffic signal Battery Backup System Installations - Phase 1
CIP No. 40079 and the Controller Equipment Upgrades /Replacements - Phase 1 CIP No. 40080,
and appropriate $95,000 from the undesignated / unappropriated reserves of the Measure M2 Fair
Share Fund to the projects
RECOMMENDATION
It is recommended that the City Council:
Appropriate $35,000 to the Battery Backup System Installations - Phase 1 CIP No. 40079
and $60,000 to the Traffic Signal Controller Equipment Upgrades /Replacements - Phase 1
CIP No. 40080 from the undesignated /unappropriated reserves of the Measure M2 Fair
Share Fund; and
2. Award a construction contract to the lowest responsive /responsible bidder, Sully - Miller
Contracting Company, in the amount of $319,317 for the Battery Backup System
Installations - Phase 1 CIP No. 40079 and the Traffic Signal Controller Equipment
Upgrades /Replacements - Phase 1 CIP No. 40080, and authorize the Mayor and City Clerk
to execute the contract documents on behalf of the City.
FISCAL IMPACT
A total of $295,000 of Measure M2 Fair Share Funds has been budgeted and appropriated in the
Fiscal Year 2011 -2012 Capital Improvement Program for the two projects, consisting of $155,000
for the BBS and $140,000 for the TSC upgrades. Although the engineer's construction estimate
for the BBS and the TSC upgrades totaled a little more than $269,000, the lowest bid is $319,317,
which exceeds the current budget. To fully fund project construction, which includes construction
support and contingencies, and to award the construction contract, appropriations from the
undesignated /unappropriated Measure M2 Fair Share Fund will need to be allocated in the amount
of $35,000 for the BBS and $60,000 for the TSC upgrades, respectively.
As of the end of March 2012, the undesignated /unappropriated Measure M2 Fair Share Fund
balance is approximately $455,000. With this action, the remaining undesignated /unappropriated
Measure M2 Fair Share Fund balance will be approximately $360,000.

DISCUSSION AND BACKGROUND
The installation of Battery Backup Systems (BBS's) at traffic signals is desired in order to maintain
safe, normal vehicular operations when planned or unplanned electrical interruptions occur. The
program currently shown in the Capital Improvement Program (CIP) includes four phases spread
out over four (4) successive fiscal years, thereby ensuring that all city- maintained traffic signals
have operational battery backup systems. The project under consideration is the first phase of CIP
No. 40079, consisting of eleven (11) traffic signals along Irvine Boulevard from Myford Road to
Yorba Street, excluding the signals at Tustin Ranch Road and Prospect Avenue which already
have BBS's. It also includes five (5) traffic signals along Tustin Ranch Road from La Colina Drive
to Pioneer Way.
CIP No. 40080 consists of three phases of upgrades or replacements of existing traffic signal
controller equipment spread over three (3) successive fiscal years due to the aging inventory. The
current project under consideration is the first phase of CIP No. 40080, and includes replacement
of the entire controller cabinet assemblies on Irvine Boulevard at B Street, Fashion Lane,
Charloma Drive and Browning Avenue. Also, upgrades to existing controller and detection
equipment will be performed on Irvine Boulevard at Myford Road and Red Hill Avenue; at nine
intersections along Tustin Ranch Road from Auto Center Drive to Portola Parkway, excluding the
new signal at Greenway Drive /Adams Drive; and on Jamboree Road at Patriot Way and Pioneer
Road.
CIP Nos. 40079 and 40080 were bid together because the work in each project is similar in nature
and can be performed more efficiently by the same contractor. Formal bids were publicly opened
on April 5, 2012 and reviewed by Public Works staff. Six (6) bids were received and are
summarized below by order of least dollar amount:

Staff has reviewed the references and State Contractor's License for Sully - Miller Contracting
Company and has determined that they are appropriate for the subject project.
It is recommended that the City Council appropriate $95,000 from the
undesignated /unappropriated fund balance of the Measure M2 Fair Share Fund to fully fund the
projects and award the construction contract to the lowest responsive /responsible bidder, Sully -
Miller Contracting Company and authorize the Mayor and City Clerk to execute the contract
documents on behalf of the City.
