STACK, DIRECTOR OF PUBLIC WORKS /CITY ENGINEER SUBJECT: APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE ADVERTISEMENT TO RECEIVE BIDS FOR THE FRONTIER PARK ENERGY EFFICIENCY IMPROVEMENTS CIP NO. 20070 SUMMARY The plans and specifications for the Frontier Park Energy Efficiency Improvements CIP No. 20070 have been prepared and the project is now ready to bid. RECOMMENDATION It is recommended that City Council adopt Resolution No. 12 -37 approving the plans and specifications for the Frontier Park Energy Efficiency Improvements CIP No. 20070 and authorize the City Clerk to advertise and receive bids. FISCAL IMPACT Funding has been budgeted and appropriated utilizing Community Development Block Grant Recovery (CDBG -R) in the amount of $28,389. DISCUSSION On February 21, 2012, City Council adopted Resolution No. 12 -20 reallocating unused CDBG -R funds to Frontier Park Energy Efficiency Improvements. These funds need to be expensed by September 30, 2012, or the City is required to return the unexpended funds to the federal Department of Housing and Urban Development (HUD). The proposed project will consist of installation of pathway and play element lighting in Frontier Park to improve security and use level lighting. The planned fixtures for this project will be light emitting diodes (LED) that offer the latest in both design and technology, providing the desired lighting levels with reduced energy costs and longer service life. Public Works /City Engineer Attachment Resolution 12 -37 S \City Council Itemst2012 Council ItemstApprove PS for Frontier Park Lighting CDBG - R.docx RESOLUTION NO. 12 -37 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE FRONTIER PARK ENERGY EFFICIENCY IMPROVEMENTS CIP NO. 20070; AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the construction of the Frontier Park Energy Efficiency Improvements CIP No. 20070; and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California Environmental Quality Act; Class 1, Section 15301: Existing Facilities; and WHEREAS, this project is categorically excluded from the National Environmental Policy Act (NEPA) requirements; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: Frontier Park Energy Efficiency Improvements CIR No. 20070 BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to advertise as required by law for the receipt of sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications; PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 17`h day of April 2012.
