CO~E-~ISSION OF THE CITY OF TUSTiN, ....... O__~E..DI~ THE ADOPTION OF A GROWTH POLICY FOR THE TUSTIN AREA. The Planning Commission of the City of Tustin does hereby resolve as follows: 1. The Plann~%g Commission finds and determines as follows: a) That the Board 'of Supervisors of Orange County did on July 2, 1974, resolve that "Each City and the County shall determine the preferred policy of the governing body for its physical, social, and economic growth and development... "The preferred policy of the cities shall be furnished to the Orange County Planning Department not later than six months hence. "The County Planning Department and Planning Commission shall have the responsibility of collecting input from the cities and coordinating same with the growth policy for the non-urbanized areas of the County." b) That a public hearing was duly called, noticed and held on said proposed Growth Policy for the City of Tustin. c) That a Growth Policy for the City and community of Tustin is critical for the establishment and preservation of the quality of urban life as related to density and character of development. · The Planning Commission hereby recommends to the City Council the adoption of a Growth Policy for the Tustin area, as attached hereto and a part hereof as though set forth in full, encompassing the following findings and recommendations: a) A projection of' population within the Sphere of Influence of the City of Tustin of 84,000 by the year 2000, representing the total desired holding capacity of the urbanized land area. b) Recommendations for implementation of the objectives of the Growth Policy as follows: 1) Strict conformance with the Land Use Element of General Plans. 2) The promotion of legislative acts and policies to assure the jurisdictional control of cities over urban development and services. 6 ? 8 9 10 11 12 13 15 16 17 18 19 2O 21 22 24 25 26 27 28 29 3O $1 32 3) The promotion of legislative authority for staged growth programs throuqh "Transitional open Space" and ta~ related policies. 4) The promotion of programs and policies for the preservation of agricultural use of lands in non-urbanized areas.
