RESOLUTION NO. 1418
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF TUSTIN GRANTING A USE PERMIT ON APPLICATION NO.
U.P. 74-16, OF BEVERLY HILLS SAVINGS & LOAN
ASSOCIATION.
The Planning Commission of the City of Tustin does
hereby resolve as follows:
1. The Planning Commission finds and determines as
follows:
a) That a proper application (No. U.P. 74-16)
was filed on behalf of Beverly Hills Savings &
Loan ASsociation for a Use Permit to allow
for the location and use of a structure as a
temporary savings and loan office for.a one-
year period of time on the property described
as the northeast corner of Irvine Blvd. and
Plaza Drive, more particularly described as
Lot 1, Tract 8475.
b) That a public hearing was duly called, noticed
and held on said application.
c) That establishment, maintenance and operation
of the use applied for will not, under the
circumstances of this case, de detrimental to
the health, safety, morals, comfort or general
welfare of the persons residing or working in
the neighborhood of such proposed use, evidenced
by the following findings:
1) The use is compatible with authorized uses
within the district.
2) Accommodations shall be provided for vehicle
parking and landscape amenities.
d) That the establishment, maintenance and operation
of the use applied for will not be injurious or
detrimental to the property and improvements in
the neighborhood of the subject property, nor to
the general welfare of the City of Tustin, and
should be granted.
e) Proposed development shall be in accordance
with the development policies adopted by the
City Council, Uniform Building Codes as admin-
istered by the Building Official, Fire Code as
administered by the Fire Chief, and street
improvement requirements as administered by the
City Engineer, and in conformance with the
Zoning Ordinance (Ord. 157 as amended), the
Sign Ordinance (Ord. 614), and Tustin Plaza
Development Standards (Ord. 606).

f) Tha'~ a request, for exemption from the
Environmental Impact Report requirements has
been filed and approved.
2. The Planning Commission hereby grants a Use Permit,
as applied for, to allow for the location and use
of a structure as a temporary savings and loan office
for a one-year or less period of time while a
permanent facility is planned and built subject to
the following conditions:
a) That final development plans be submitted to
the staff for review and approval to include
landscape and building materials, colors,
lighting facilities, irrigation, circulation,
and signing.
b) Satisfaction of the following concerns and
requirements of the City Engineer.
1) Sidewalks along Irvine Blvd. should be
plotted on the development plans and
installed as per the previously approved ~
plan to the satisfaction of the City Engineer
with either meandering sidewalks or land-
scaping to the curb installed on the westerly
boundary of Lot 1.
2) A circulation plan to include an on-site
traffic island should be included in the
final development plans to be reviewed and
approved by staff.
3) Final approval of this project will be
contingent upon completion of public improve-
ments for Tract 8475 and acceptance by the
City.
4) Provisions should be made for trash
container and decorative enclosure.
c) Satisfaction of the requirements of the Fire
Department to include exit signing and fire
extinguishers placement.
PASSED AND ADOPTED at a regula.r~meeting of the Planning
Commission, held on the 12th day of November, 1974.
