HUSTON, CITY MANAGER FROM: PUBLIC WORKS DEPARTMENT/FIELD SERVICES DIVISION SUBJECT: APPROVAL OF PLANS AND SPECIFICATION AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR THE INSTALLATION OF A WICK IRRIGATION SYSTEM ON JAMBOREE ROAD (CIP NO. 1538) SUMMARY The installation of the Wick Irrigation System on Jamboree Road is a joint project with the Irvine Ranch Water District (IRWD) that will modify a portion of the existing irrigation system to evaluate the potential water saving and reduction in water run-off in the medians. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 02-79 approving the plans and specifications for the installation of the Wick Irrigation System on Jamboree Road, and authorizing the City Clerk to advertise for bids. FISCAL IMPACT The FY 2002/2003 Capital Improvement Project budget for Jamboree Road Irrigation system replacement (CIP NO. 1538) provides adequate funds for this project. The engineer's estimate for this portion of work is $25,000, of which IRWD will reimburse the City 50% or $12,500 as their share of this joint project. DISCUSSION: The City of Tustin and the Irvine Ranch Water District (IRWD) executed an agreement on January 31, 2002 for the design and construction of the proposed demonstration project. The agreement .provides for an equal share of the construction costs between the City of Tustin and IRWD, and for IRWD to pay for the total cost of the design. The project will modify a portion of the existing irrigation system (4 irrigation valves) on Jamboree Road at Patriot Way to install new water conservation components. This demonstration/modification will. be evaluated over a period of time for efficiency and water usage. If successful, the system may be expanded to the rest of the medians on Jamboree Road and eventually to other locations throughout the City. This project will reduce water run-off and assist with the City's compliance with new NPDES requirements while also extending the life expectancy of the pavement. Serlet Director of Public Works/City Engineer Wisam Altowaiji Field Services Manager Attachment: Resolution 02-79 Approval WICK Program & Reso 02-79.doc 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 02-79 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN, CALIFORNIA APPROVING PLANS AND SPECIFICATIONS FOR THE INSTALLATION OF THE WICK IRRIGATION SYSTEM ON JAMBOREE ROAD (CIP NO. 1538) AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, it is the intention of the City Council of the City of Tustin, California to contract for the installation of the Wick Irrigation system on Jamboree Road and WHEREAS, the City Engineer has presented plans and specifications for the construction of said work; and WHEREAS, this project is categorically exempt from the requirements of the California environmental Quality Act; Class I' Existing Facilities; NOW, THEREFORE, BE IT RESOLVED that the plans and specifications presented by the City Engineer are hereby approved as the plans and specifications for: INSTALLATION OF THE WICK IRRIGATION SYSTEM ON JAMBOREE ROAD (CIP NO. 1538) BE IT FURTHER RESOLVED that the City clerk is hereby authorized and directed to advertise as required by law for the receipt and sealed bids or proposals for the performance of the work specified in the aforesaid plans and specifications PASSED AND ADOPTED at a regular meeting of the City Council of the City of Tustin held on the 19th day of August 2002.
