HomeMy WebLinkAbout05 PARCEL MAP 2001-147 08-19-02AGENDA REPORT NO. 5 08-19-02 600-45 MEETING DATE: AUGUST 19, 2002 TO: FROM: SUBJECT: WILLIAM HUSTON, CITY MANAGER COMMUNITY DEVELOPMENT DEPARTMENT FINAL PARCEL MAP 2001-147 SUMMARY: Final Parcel Map 2001-147 is a request to merge two (2) existing parcels to create one (1) parcel 4.702 acres to accommodate construction of a retail food market and pharmacy for Albertsons at 13270 Newport Avenue. On December 10, 2001, the Planning Commission recommended that the City Council approve Tentative Parcel Map 2001-147 with conditions to ensure compliance with the Subdivision Map Act. On January 7, 2002, the City Council adopted Resolution 02-04 approving Tentative Parcel Map 2001-147. (Owners/Applicants: Albertsons Inc.) RECOMMENDATION: That the City Council adopt Resolution No. 02-78 approving Final Parcel Map 2001-147. FISCAL IMPACT: The Final Parcel Map is an applicant-initiated project. The applicants have paid applicable fees for the processing of this map. ENVIRONMENTAL: Final Parcel Map 2001-147 is Categorically Exempt pursuant to Section 15315, Class 15 of Title 14, Chapter 3 of the California Code of Regulations (Guidelines for the California Environmental Quality Act). DISCUSSION: The two (2) existing parcels located at 13270 and 13250 Newport Avenue (Attachment A - Location Map) are developed with an existing food market and a vacant office building. The applicant wishes to merge the two (2) parcels into one (1) one vacant parcel to construct a new 50,275 square foot retail building for a food market and pharmacy with drive through lanes (Attachment B - Submitted Map). On December 10, 2001, the Planning Commission approved the building and site design, and the construction and grading plans are currently in plan check review. City Council Report Final Parcel Map 2001-147 August 19, 2002 Page 2 The existing parcels are as follows: Assessor Parcel No. Gross Area (Acres) 401-061-07 4.409 401-61-05 0.293 The proposed Final Parcel Map would create a 4.702-acre site to be accessed by Newport Avenue and First Street. The new parcel would meet all the applicable development standards of the Retail Commercial (C-1) zoning district and the General Plan land use designation of Community Commercial, including the minimum lot width of fifty (50) feet and minimum lot area of 5,000 square feet. On December 10, 2001, the Planning Commission recommended that the City Council approve Tentative Parcel Map 2001-147 with conditions to ensure compliance with the Subdivision Map Act. On January 7, 2002, the City Council adopted Resolution 02-04 approving Tentative Parcel Map 2001-147. The Final Parcel Map is in substantial conformance with the requirements of the Tentative Parcel Map, the City's Zoning and Subdivision Codes, and the State Subdivision Map Act. Staff recommends that the City Council adopt Resolution 02-78 (Attachment- C) approving Final Map 2001-147, subject to compliance with all applicable regulations to the satisfaction of the City Engineer prior to recordation. ATTACHMENT C Resolution 02-78 RESOLUTION NO. 02-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUSTIN APPROVING FINAL PARCEL MAP 2001-147 TO COMBINE TWO EXISTING PARCELS TO CREATE A 4.7 ACRE PARCEL LOCATED AT 13270 NEWPORT AVENUE FOR THE PURPOSE OF DEVELOPING A RETAIL MARKET WITH DRIVE-THROUGH PHARMACY AND SITE AMENITIES. The City Council of the citYof Tustin does hereby resolve as follows: I. The City Council finds and determines as follows: A. That Final Parcel Map 2001-147 is a request to combine two existing parcels to create a 4.7 acre parcel located at 13270 Newport Avenue for the purpose of developing a 50,275 square foot retail market and drive- through pharmacy submitted by Albertsons Inc. for consideration; Bo That on December 10, 2001, the Planning Commission approved Design Review 01-018 and Conditional Use Permit 01-014 for development of a 50,275 square retail market with drive-through pharmacy and site amenities and recommended that the City Council approve Tentative Parcel Map 2001-147; C, That the City Council approved Tentative Parcel Map 2001-147 on January 7, 2002; D, That the Final Parcel Map is in substantial compliance with the Tentative Parcel Map 2001-14. Eo That the City Council considered the Final Parcel Map on August 19, 2002.
