The Planning Commission of the City of Tustin does hereby resolve as follows: 1. The Planning Commission finds and determines: Se A draft Environmental Impact Report has been prepared by Boyle Engineering Corporation for the Orange County Sanitation District No. 7 indicating the proposed impact of an intercep- tion trunk sewer facility serving the City of Tustin, the City of Orange and County territory. be Said trunk line is part of the master plan of' trunk sewer facilities for County Sanitation District No. 7 of Orange County, as approved b~: the district in February 1974. ® c · In reference to the majority of items required in an environmental impact report, the draft is considered to be adequate. ~ The Planning Commission hereby recommends to the Board of Directors of the Orange County Sanitation District No. 7, the certification of the Environ- mental Impact Report for the Tustin-Orange Trunk Sewer Reaches 10 through 18, subject to the follow-~, ing additional comments and amendments: a e Alignment of sewer a.long Newport Avenue The E.I.R. states 't~'at the sewer would be located' along the easterly side of Newport Avenue. This may create some hardships to the local businesses. It could be recommended that the. sewer be located on the westerly side of Newport if there was not a substructure con- flict. This would keep the easterly side open for the local businesses. be Constricted traffic movements The report state~ that one 12 foot wide travel lane will be main- tained in each direction .at all times during construction. This will create a temporary problem in certain areas of the project, but it is unavoidable. This proposed measure is an acceptable method of maintaining traffic con% trol. Impact Upon Traffic The Police Department of t--he City of Tustin notes that traffic congestior can be expected to increase on an already over- burdened Newport Avenue, which is improved to less than designed standards, .with probable increase in accidents. f. Growth Impact The section of the draft E.I.R. related to growth inducing impact is presented in a mitigating and justifying context. The report should indicate by numerical count, the.. additional population to be served.
