The City Council, as Planning Agency for the City of Tustin, does hereby resolve as follows: 1. The Planning Agency finds and determines that: Se An application has been submitted and duly advertised for a public hearing on a proposal by Robert G. Stewart for Specific Plan No. 5, for the property located west of Fashion Lane, bounded by First Street and Irvine Boulevard, described by Exhibit "A", attached hereto and a part hereof. be The City Council, as Planning Agency, considered the request as proposed at a regular adjourned meeting of the City Council on February 25, 1974. Ce An Environmental Impact Report was filed for the subject property and a public hearing held on the submitted EIR. d~ The proposed development is in accord with the General Plan of the City of Tustin. e · The proposal, as depicted on the project plot plan dated February 14, 1974, would provide added amenities to the area by improved traf- fic circulation, parking accommodations and design features. · The Planning Agency hereby favorably considers the proposed Specific Plan No. 5 and schedules said plan for further consideration by the City Council at an advertised public hearing on March 18, 1974, subject to the following conditions: a · Compliance with the standards and development criteria as contained in Council Resolution No. 73-35 (Guidelines for Planning, Zoning and Development) and recommendations of depart- ments as contained in the staff report of February 25, 1974. b · Revision of the plot plan to incorporate revised traffic circulation patterns as previously approved for the Santiago Bank drive-thru access' from Fashion Lane and redeSign of the First Street ingress and egress. The approval of the City Attorney of the Covenants, Constraints and Restrictions and agreements related to the lease, access rights and relationships of the separate parcels.
